The Opportunity:
CACI is seeking an experienced Functional Analyst / PPBE Manager to join our team supporting the Army DCS, G-6, Network Command Control Communications, and Computers (C4) Services Integration (NC4SI) Directorate. In this role, you will provide professional support to the Army's Planning, Programming, Budgeting, and Execution (PPBE) process and assist in managing central panel formats for IT portfolio and network modernization efforts. Your work will directly support the timely and trusted delivery of actionable information for the Army and its mission partners. You will be part of a dynamic team providing comprehensive planning, analytical, operational, policy, technical, and management services operating out of The Pentagon and Ft. Belvoir, VA.
Responsibilities:
Strategic Support & Analysis:
  • Serve as a Subject Matter Expert (SME) supporting MDEP Managers and Mission Areas for operational maintenance requirements
  • Apply advanced analytical and technical skills to review technical products, conduct mission analysis, and propose data-driven solutions.
  • Assist with high-level planning support, technical analysis, solution and policy development, and the independent assessment of Army initiatives.
Coordination & Execution:
  • Coordinate with Army Enterprise Network and broader DoD initiatives, providing strategic input on critical tasks and mission goals.
  • Develop, maintain, and leverage key points of contact across the Army to support
HQDA G-6
in the dissemination and coordination of Staff Actions.
  • Gather, develop, and effectively utilize knowledge for assigned functional areas to support the advancement of divisional activities.
Documentation & Process Improvement:
  • Provide strategic recommendations and revisions to documentation, including project plans and Concept of Operations (CONOPS).
  • Maintain functional area content and records, facilitating the secure and efficient dissemination of information and documentation.
Qualifications:
Required:
An active TS clearance.
  • Bachelor's degree or higher in a technical, business, or related field.
  • Minimum of 5-7 years of relevant work experience, preferably supporting military or government programs.
  • Proven experience working with government officials, military leaders (O-6 and above), and Senior Executive Service (SES) personnel. Army-specific experience with the flexibility to perform at the General Officer (GO) level is required.
  • Exceptional oral and written communication skills with the ability to interact effectively with senior military and civilian leaders, translating complex technical concepts into clear, actionable insights.
  • Demonstrated leadership and team-building skills, with proven success in guiding diverse, cross-functional teams.
Desired:
  • Joint Staff, Service Headquarters, or OSD experience at the O-4 (or equivalent) level or above.
  • Knowledgeable in supporting Business Case Analysis (BCA) and the ability to discover relevant data to transform it into useful strategic information.
  • Deep understanding of Army protocols and compliance requirements for handling sensitive data, alongside the ability to support data integrity within systems.
  • Ability to work independently with limited supervision in a rapidly changing, fast-paced environment.
  • Excellent interpersonal skills with a strong background in bridging the gap between technical staff and military personnel.

Pay Range:
There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
