Use the Job ID based on the Position Location as follows Location Job ID 301 North Olive Avenue, WPB 34169 Palm Beach County is seeking highly skilled candidates for the position of Technical Business Analyst in its Project Management Office, which provides strategic oversight, standards, methodologies, and performance management for information technology and innovation initiatives across the County. The selected candidate will serve as the bridge between business operations and the technical development team across County departments. This position will support multiple assigned projects and ensure accuracy, alignment and completeness of requirements throughout the project lifecycle.

EXAMPLE RESPONSIBILITIES

Leads requirement-gathering sessions and workshops with business and technical teams. Documents functional and technical requirements, user stories and acceptance criteria. Maps current and future state workflows based on project needs. Identifies business rules, dependencies and edge cases. Translates business needs into technical specifications for development. Works with developers to clarify requirements and validate technical solutions. Ensures system functionality aligns with business objectives and constraints. Provides technical explanation of system behavior to business stakeholders. Validates that system functionality meets documented requirements. Assists in coordinating and supporting User Acceptance Testing (UAT). Documents defects, tracks progress and supports retesting. Creates and maintains process maps, workflow diagrams, system documentation and configuration records. Supports training content development by clarifying system behavior and workflows. Identifies impacts on business processes. Supports change management and end user readiness activities.

QUALIFICATIONS

This position requires qualified applicants to possess one of the following: A Bachelor's degree in Business Administration, Information Systems, Public Administration, or a related field with a strong analytical or technical component and a minimum of three (3) years of experience in business or systems analysis, OR An unrelated Bachelor's Degree and a minimum of five (5) years of experience in business or systems analysis, OR An Associate's degree in Business Administration, Information Systems, Public Administration, or a related field with a strong analytical or technical component and a minimum of five (5) years of experience in business or systems analysis, OR Graduation from high school or an equivalent recognized certification and a minimum of seven (7) years of experience in business or systems analysis.

PREFERRED QUALIFICATIONS

Preferred qualifications include: Experience in the software development lifecycle and Agile, Waterfall or hybrid project methodologies, Experience in systems integration, application programming interfaces (APIs) and enterprise applications, and Experience in testing methodologies, including
