Job Description

Intermediate Program Analyst Cherokee Federal 401(k) United States, Maryland, Baltimore May 15, 2026 Intermediate Program Analyst This position requires an active Secret clearance or the ability to obtain a Secret clearance to be considered. A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify. The Intermediate Program Analyst provides programmatic, administrative, and technical support for the U.S. Coast Guard's Foreign Military Sales (FMS) and Excess Defense Articles (EDA) transfer programs. Working under the direction of the Project Manager and COR, the analyst assists in developing work plans, monitoring project execution, conducting logistics analysis, and preparing reports and deliverables required by the Statement of Work. The role bridges program management, acquisition life cycle support, and onsite technical assistance for ship transfer projects, ensuring compliance with Coast Guard, DoD, and Federal regulations.

Intermediate Program Analyst:
$125,000 to $135,000 Pay commensurate with experience. Full time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. Benefits are subject to change with or without notice.
Intermediate Program Analyst Responsibilities Include:
  • Assist in developing and maintaining Integrated Master Schedules (IMS) for FMS/EDA projects, tracking milestones, work plans, and deliverables. Update schedules to reflect changes in scope, risk assessments, or government approvals.
  • Support preparation of acquisition documents (e.g., Bill of Materials, Purchase Requests, Cost Estimates, Acquisition Strategies, Contract Data Requirements Lists, Supply and Parts Management).
  • Conduct market research, draft Statements of Work, Performance Work Statements, and other procurement artifacts per the SOW.
  • Aid in creating and maintaining maintenance/refit, installation, and training work plans for ship transfer projects.
  • Identify and analyze material requirements, locate National Stock Numbers/Part Numbers, generate

requisitions, and recommend alternate sources when items are unavailable in the Government Supply System. Provide logistics support for the collection, processing, tracking and follow up of ships' requests for outfitting and spare parts.
  • Coordinate receipt, inspection, packaging, forwarding, and tracking of material shipments at staging sites, vendors, and shipyards.
  • Monitor project progress, assess risks, and propose mitigation strategies for COR approval.
  • Prepare and submit monthly progress reports, status briefs, action item trackers, and after action reports (AARs) in accordance with the SOW.
  • Support
CG-SID-2
Case Managers and technical leads in liaison efforts between CG SID-2, foreign customer representatives, and internal DoD/USG partners (e.g., DSAMS, SCIP, NAVSUP, DTS).
  • Participate in Joint Visual Inspections (JVIs) Work Definition Conferences (WDCs), site surveys, and briefings to senior officials (General/Flag officers, SES).
  • Draft and maintain process guides, flowcharts, and standard operating procedures for ILS related functions (e.g., Configuration Data Management, Maintenance Management).
  • Archive all deliverables in the government controlled electronic filing system, ensuring compliance with Section508 and records management requirements.
  • Provide on site technical assistance (CONUS/OCONUS) for ship availability execution, "hot" and "cold" transfer activities, and post transfer training.
  • Prepare travel packages, obtain
APACS/ECC
clearances, and comply with Defense Base Act (DBA) insurance requirements for overseas work.
  • Performs other job-related duties as assigned Intermediate Program Analyst Experience, Education, Skills, Abilities requested:
  • Fifteen (15) years of experience in naval ship maintenance or overhaul, including planning, management, and assessment, or a Bachelor's in Maritime Mechanical Engineering with ten (10) years of CG, Navy, or Merchant Marine HM&E experience. A combination of education and specialized engineering experience may be substituted.
  • Minimum of five (5) years of relevant experience serving aboard a United States Navy (USN), United States Coast Guard (USCG), or Department of Defense (DoD) vessel and five (5) years of relevant experience directly related to naval ship maintenance or overhaul, including planning, management, and assessment of ship maintenance activities.
  • Prefer Three (3) years of FMS EDA transfer project experience
  • Experience directly working with United States Government (USG) and foreign stakeholders, including briefing General Officers, Flag Officers, or Senior Executive Service members
  • Strong Project Management Skills.
  • Excellent writing skills, utilizing the applicable documentation resources.
  • Proficient in the use of Coast Guard Standard Workstation III.
  • Proficient with Microsoft Office 365.
  • Ability to obtain Common Access Card (CAC).
  • Work will be performed in a climate-controlled office environment, local Baltimore shipyards, and shipyards CONUS and OCONUS.
  • Telework is at the discretion of the COR and CNSP supervisor.
