No County Suffolk Street Address Pilgrim Psychiatric Center 998 Crooked Hill Road City West Brentwood State NY Zip Code 11717 Duties Description As a Business Officer 3, you would provide management direction and control of business administration, fiscal and support service activities. Under direction, you will coordinate activities with clinical program supervisors to ensure they are supportive of facility treatment objectives. Within this framework incumbents plan, organize, direct, and control the principal activities of all support departments (excluding the facility Personnel Office); oversee the preparation of the facility's annual other than personal service (OTPS) budget requests and the personnel service budget requests for support departments; oversee the expenditures of accounting for funds appropriated in the annual budget; prepare and monitor facility contracts with other providers of support or clinical services; and assist clinical program supervisors with the evaluation, utilization, leasing and control of program space on and off the facility campus and/or community operations settings. Minimum Qualifications Open to current NYS employees: Candidates must be reachable for appointment on the appropriate Civil Service eligible list; OR Candidates must have permanent status as a Business Officer 3 and be eligible for lateral transfer; OR Candidates must be eligible for transfer via Section 52.6 or 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title;
OR Provisional Opportunity:
In the event that there is not a valid eligible list, candidates who meet the following promotion qualifications may be qualified for a provisional appointment: One year of permanent competitive or 55b/c service as: Business Officer 2, Associate Accountant, Associate Auditor, Auditor 2, Associate Budgeting Analyst, Associate Health Care Fiscal Analyst, Associate Personnel Administrator, Human Resources Specialist 2, Contract Management Specialist 2, Office Services Manager, or Resources and Reimbursement Agent 3. If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained. Employees appointed to a non-competitive position via the
NY HELPS
program to a qualifying title in the non-competitive class will have their names restricted from appointment from the eligible list until their position is covered-in to the competitive class by action of the New York State Civil Service Commission or otherwise obtain permanent competitive status in the position. If you have received a permanent appointment to a qualifying title listed and served provisionally in that title immediately preceding your permanent appointment, such provisional service may be counted towards meeting the one year time in title required for appointment from the eligible list. OR In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to conduct a non-competitive promotion examination for the position of Business Officer 3 at Pilgrim Psychiatric Center. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position's minimum qualifications if all requirements of non-competitive promotion are met. The promotion field for the Business Officer 3 position consists of candidates who have 1 year of permanent service as a Business Officer 2.
