Job Description

Business Analyst - Mail Management Program Position Summary We are seeking a Business Analyst to support a Mail Management Program with postal operations, data analysis and reporting, customer and vendor support, process improvement, documentation, training, and communications. The ideal candidate has 2-3 years of Business Analyst experience , including experience with postal, mail management, shipping, or related operations. The candidate must be technically proficient and able to apply technology to improve business processes and operations. This position requires strong analytical and communication skills, attention to detail, and the ability to independently manage assigned tasks through completion. Key Responsibilities Postal Analysis and Reporting Collect, validate, and analyze postal operational and financial data. Prepare recurring and ad hoc reports, including OMAS and Express Mail reports. Analyze mail volumes, expenses, service utilization, and operational trends. Identify data discrepancies, significant changes, trends, and issues requiring further review. Develop and maintain spreadsheets, dashboards, charts, trackers, and other reporting tools. Monitor assigned actions, deadlines, and follow-up items. Support postal assessments and reviews by compiling, validating, and analyzing assessment data. Collect and analyze Mail Security Plan (MSP) responses and identify trends, gaps, incomplete responses, and follow-up requirements. Prepare findings, summaries, tables, and charts for Postal leadership review. Identify and apply appropriate technologies to improve reporting, workflows, and program operations. Customer and Vendor Support Receive, research, track, and respond to postal field inquiries and customer service tickets, generally within one business day. Research inquiries using established postal policies, procedures, and program guidance. Coordinate with postal and shipping service providers to resolve operational and service issues. Track customer and vendor issues through resolution and follow up on outstanding actions. Document resolutions and maintain supporting information for recurring issues. Identify recurring issues and recommend updates to guidance, training, processes, or communications. Process Improvement and Documentation Gather and document requirements and user feedback for postal systems, tools, and business processes. Review workflows and identify opportunities to simplify, standardize, automate, or improve operations. Support implementation of approved process improvements and evaluate results. Assist with testing system and technology enhancements and document results. Develop process maps and decision trees. Develop and update procedures, Standard Operating Procedures (SOPs), desk guides, and other program documentation. Review documentation for accuracy and incorporate approved policy, procedural, and operational changes. Support data quality and consistency across postal systems and reporting tools. Training and Communications Develop training materials, job aids, reference materials, and customer communications. Develop the Postal Newsletter to communicate program updates, operational changes, deadlines, and best practices. Support postal training and informational sessions. Participate in program meetings and document key decisions, action items, and follow-up requirements. Required Qualifications 2-3 years of Business Analyst experience , including experience supporting postal operations, mail management, shipping, mailing services, or a related environment. Experience performing data analysis and developing operational or management reports. Experience researching and responding to customer or operational inquiries. Experience developing procedures, reports, tracking tools, or other business documentation. Strong analytical and problem-solving skills. Strong written and verbal communication skills. Strong organizational skills and attention to detail. Ability to manage multiple assignments, track action items, and meet deadlines with limited supervision. Ability to work effectively with customers, management, vendors, and other stakeholders. Technically proficient and comfortable learning and applying technology to business processes and operations. Proficiency with Microsoft Excel, Word, PowerPoint, Outlook, and Teams. Ability to obtain and hold a security clearance. Preferred Qualifications Experience supporting a federal government mail management or postal program. Familiarity with federal mail management requirements, policies, and guidance. Familiarity with postal and shipping service providers. Experience with Mail Security Plans (MSPs) or similar postal operational activities. Experience developing SOPs, desk guides, newsletters, job aids, or training materials. Experience with Microsoft SharePoint, Power BI, or similar reporting and collaboration tools. Familiarity with federal Records and Information Management (RIM) requirements
Pay:
$75,000.00 - $90,000.00 per year
