We are seeking an experienced Program Analyst II to support the Department of the Navy's Bureau of Medicine and Surgery (BUMED) and the Navy Medicine Enterprise Strategy Management Office. At World Services LLC, you will work in a collaborative, mission-driven environment supporting strategic management, executive decision support, enterprise alignment, analytical rigor, and disciplined execution for Navy Medicine leadership. Position Overview The Program Analyst II serves as the senior strategy, policy, foresight, and operational analysis lead supporting the Department of the Navy, Bureau of Medicine and Surgery (BUMED) Navy Medicine Enterprise (NME) Strategy Management Office. This role provides insight into strategic issues, legislative imperatives, policy directives, and organizational conditions that affect Navy Medicine health services operations and future readiness. Working across the Navy Medicine Enterprise (NME) Board of Directors, Executive Council, Lines of Effort, Bureau of Medicine Surgery (BUMED) leadership, and other naval medicine forums, the Program Analyst II develops evidence-based assessments and recommendations that help leadership understand emerging risks, opportunities, dependencies, and alternatives. The position supports environmental scanning, strategic planning, data governance, forecasting and scenario planning, policy assessment, metrics, and enterprise alignment. The candidate will be an accomplished federal or defense strategist who can synthesize complex information into concise, well-supported products for senior decision makers, facilitate executive strategy discussions, and ensure recommendations are grounded in cited data and aligned to Navy Medicine priorities. Work is expected to be performed primarily on-site at BUMED headquarters in Falls Church, Virginia. Key Responsibilities 1.Strategic Advisory & Policy Analysis

• Provide insight into current strategic issues, legislative imperatives, and policy directives that may affect health services operations.
• Provide advisory and analytical support to the Surgeon General, Deputy Surgeon General, BUMED Executive Director, and Strategy Management leadership on NME matters.
• Develop issue papers, policy assessments, metrics, and policy-development recommendations that identify risks, alternatives, dependencies, and recommended courses of action.
• Codify and improve policy-development processes to support timely updates, procedural effectiveness, and informed leadership decisions. 2.Environmental Scanning, Foresight & Scenario Planning
• Conduct environmental scanning to identify emerging trends, threats, opportunities, policy changes, and strategic implications for Navy Medicine.
• Lead or support up to six ad hoc forecasting studies and scenario-planning assessments per 12-month period of performance.
• Apply structured methodologies such as SWOT and other appropriate foresight techniques to develop 5
• 10• and 20-year scenarios and strategic recommendations.

• Translate research findings into clear implications for force readiness, health services capabilities, doctrine, policy, and enterprise priorities. 3.Enterprise Alignment & Data Governance
• Work across strategic naval medicine-led or supported forums to coordinate outputs, identify interdependencies, and reduce duplication or misalignment.
• Support development and implementation of the NME Data Governance Strategy.
• Assess progress against the Navy Medicine Campaign Plan and support recommendations for strategic adjustment.
• Evaluate strategic issues and recommendations across Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities (DOTMLPF) considerations, as applicable. 4.Strategy Development & Facilitation
• Facilitate development of strategy with executive leadership and support interactions with external entities on strategy-management matters
• Support executive-level forums, workshops, working groups, and assessments by preparing analytical inputs, discussion materials, decision points, and follow-up actions.
• Support internal quarterly and external semi-annual strategic assessments with data-driven findings, cited sources, and actionable recommendations.
• Contribute to roadmaps for future capabilities, assessments of operational plans, strategic communication products, and leadership decision-support materials. 5.Executive Communication & Quality
• Prepare and refine executive briefs, information papers, decision memoranda, presentations, and analytical products for senior Navy Medicine stakeholders.
• Ensure all sources and data are properly cited and that deliverables are factually accurate, logically sound, compliant with requested formats, and require minimal Government rework.
• Communicate complex policy, strategy, and analytical findings clearly to both technical and non-technical audiences.
• Maintain appropriate handling of sensitive information and comply with contract requirements for privacy, CUI, records management, cybersecurity, and OPSEC. 6.Corporate support
• Support World Services corporate priorities, including business development and cross-corporate initiatives, as assigned. Required Qualifications
• Bachelor's degree in business, healthcare administration, public policy, or a related field required.
• Master's degree in a related field preferred.
• 8 to 10 years of experience providing consulting, strategic planning, or operational analysis support within the Department of Defense (DoD) or Federal Healthcare systems.
• Demonstrated experience supporting organizational alignment, making recommendations for policy development, or leading strategic initiatives.
• Demonstrated ability to research, synthesize, and communicate complex strategic and policy issues for senior leaders.
• Strong executive writing, briefing, facilitation, and analytical skills.
• Ability to work a minimum of 80% on-site at BUMED headquarters in Falls Church, Virginia, with up to 20% contractor-site work subject to COR approval.
• U.S. citizenship and ability to obtain and maintain the security clearance, Common Access Card (CAC), background investigation, and system/facility access required for contract performance; contract security requirement is up to SECRET. Preferred Qualifications
• Master's degree in business, healthcare administration, public policy, strategy, or a related field.
• Experience supporting Navy Medicine, the Military Health System, federal healthcare, or other DoD headquarters organizations.
• Experience with strategic foresight, environmental scanning, scenario planning, and long-range planning methodologies.
• Experience with data governance, performance measurement, Campaign Plan assessment, and enterprise governance.
• Familiarity with DOTMLPF analysis and the development of policy assessments, issue papers, and executive decision-support products. Key Competencies
