We are seeking a Business Analyst Subject Matter Expert (SME) to provide strategic advisory, enterprise-level requirements governance, and business process architecture to support FEMA mission systems. The person in this position will act as the authoritative expert for requirements strategy supporting multi-cloud modernization, AI adoption, data integration, and enterprise digital transformation.
Key Responsibilities:
Lead enterprise requirements strategy for major FEMA programs. Drive modernization of business processes across cloud, data, and mission systems. Conduct enterprise AoAs and lead organizational-level decision-making. Provide oversight on requirements governance, quality, and compliance. Advise leadership on operational impacts, workstream alignment, and strategic outcomes. Guide integration of cloud, AI/ML, and DevSecOps practices into business workflows.
Minimum Requirements:
More than 10+ years of relevant working experience in a similar role. Deep mastery of business architecture, process engineering, and enterprise analysis. Extensive knowledge of federal cloud programs, data governance, and security standards. Proven ability to influence executive stakeholders and program leadership. Education and Certification Requirements Bachelor s degree required; Master s highly preferred. PM or Agile certification strongly preferred
Clearance Requirements:
U.S. Citizenship Ability to obtain Public Trust. Active Public Trust is preferred. FEMA Public Trust is highly preferred.
