The Connecticut Airport Authority (CAA) was established in 2011 to develop, improve, and operate Bradley International Airport and the state's five general aviation airports (Danielson, Groton-New London, Hartford-Brainard, Waterbury-Oxford, and Windham). The CAA Board consists of 11 members with a broad spectrum of experience in aviation-related and other industries, as well as government. The goal of the CAA is to make Connecticut's airports more attractive to new airlines, bring in new routes, and support Connecticut's overall economic development and growth strategy. CAA Administrative offices are located at Bradley International Airport in Windsor Locks, Connecticut.

SUMMARY:

The Procurement and Insurance Associate provides professional, technical, and administrative support to the Connecticut Airport Authority's (CAA) procurement, insurance, and Disadvantaged Business Enterprise (DBE) programs. Works collaboratively with CAA departments, to support efficient operations, effective risk mitigation, and fulfillment of procurement and supplier diversity requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties as assigned by the Senior Manager of Human Resources, Procurement and Insurance Programs and will include, but are not limited to the following: Procurement Plays an integral role in ensuring processing, and proper application of, CAA procurement rules and State/Federal laws. Assists in the development, administration and/or preparation of Invitations for Bid, Requests for Proposal (RFP), and other competitive solicitations. Coordinates the bidding process and assists departments with the evaluation of bid and RFP responses to determine technical merit, responsiveness to specific requirements, and general capacity of bidders. Assists in contract development, administration, and execution process including the tracking of contractual items in the CAA's procurement software. Processes, executes and distributes Task Orders. Maintains purchasing information, files and records, for the purpose of ensuring the availability of documentation and compliance with established policies and regulatory guidelines/requirements. Insurance Programs Assists in the CAA's insurance program. Assists with claims and loss control activities through collaboration with various CAA departments Processes premium payments in line with agreements with selected broker. Interacts with third party service providers, including brokers, and insurers as needed. Conducts internal analysis to identify trends and improvement opportunities. Disadvantaged Business Enterprise Program (DBE) Assists in the development DBE planning process and implementation. Compiles DBE data from all sources. Assists in the development of criteria and collection of data as required for the Small Business Enterprise (SBE) and Minority Business Enterprise (MBE) programs. Assists in monitoring DBE achievements, including contractor payment information. Assists in the Monitoring of actions and procedures to ensure CAA, its contractors and consultants remain in compliance. An individual serving in this position must be able to successfully undergo a thorough background and security screening, including being fingerprinted, and maintain required security clearance during the duration of employment.

May lead lower-level employees as assigned .

QUALIFICATIONS

To perform this job satisfactorily, an individual must be able to perform each essential duty satisfactorily and independently. The requirements listed are representative, but not necessarily all-inclusive of the knowledge, skill, and/or ability required: Demonstrated strong analytical skills. Thorough knowledge of procurement and contracting principles and practices, including Request for Proposal development and vendor evaluation and selection. Thorough knowledge of relevant state and federal laws, statutes and regulations. Negotiating and contract management skills. Considerable interpersonal skills. Ability to exercise extreme discretion, independent judgment and political acumen. Proficient in Microsoft Office suite, including Excel, as well as a working knowledge of databases. Ability to establish/maintain effective working relationships with both internal staff and external partners, such as consultants, FAA staff, permitting agencies, and other professionals Demonstrated written and oral communication skills including experience with effective presentations to large groups.

EDUCATION/EXPERIENCE

Associate's degree or higher (Bachelor's preferred) from an accredited college or university in Business Administration is preferred. 5+years of professional experience in procurement, capital planning, contract administration, and/or an equivalent combination of education and experience. Experience with airport/aviation-related project and activities, transactions and programs is preferred.
