Job Description

This position is responsible for professional and specialized work in a central purchasing operation with responsibility to bind the City for purchases including administrative review of all purchases of all types of commodities and services up to authorized thresholds. This position is responsible for the review of all procurements processed for construction, non-construction, supplies and professional services that are to be conducted in accordance with applicable federal, state and local laws, ordinances, rules and regulations. The position exercises initiative and independent judgment and must work effectively with directors, co-workers, vendors, outside contractors, and the general public. Work is performed under the general supervision of the Procurement Director and/or Designee. Work requires exercising independent judgement in resolving problems and issues relating to purchases, performing review of all types of documents and contracts, performing technical research, preparing reports, and processing purchase requests. Incumbent communicates both orally and in writing with City Departments, other governmental agencies, vendors and the public on procurement issues. Three (3) or more years' progressively responsible experience in public purchasing and procurement functions, preferably in a governmental environment. Must have National Incident Management System (NIMS) certification (level to be determined by job classification requirements) or obtain within one year of employment. Must have a valid Florida driver's license and maintain satisfactory driving record throughout employment. In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully.
