The Procurement Specialist is responsible for procurement (RFP, RFQ, Sealed-Bid, Informal-Bid), and contracts management. This position is instrumental in optimizing the procurement processes by managing purchasing activities, negotiating contracts, and ensuring the timely acquisition of quality materials and services
ESSENTIAL FUNCTIONS OF THE POSITION

- Negotiate terms and work with legal professionals in preparation of legal documents.
- Prepare specifications and solicits bids for contract services.
- Analyze and negotiate contracts within budgetary requirements, recommending and obtaining approval of the CEO.
- Oversee and coordinates contractors, including ensuring their compliance with minimum insurance requirements.
- Evaluate payment requests and recommends approval to the Director of Finance.
- Assist with special projects to include research and analysis on project needs, taking appropriate action, implement procurement policy, and ensuring the project is completed as required.
- Maintain master library of documents, policies, procedures, federal and state regulations, and other materials that pertain to the projects and/or programs supported by Rock Island Housing Authority (RIHA),Community Home Partners (CHP).
- Support business and community partner relationships and resolves conflicts.
- Prepare and presents reports, as directed.
- Establish and maintains effective working relationships with supervisors, associates, residents, and representatives from financial groups, construction companies, architects, etc.
- Maintain confidentiality of all information related to finances, projects, employees, and clients/residents.
- Attends workshops, seminars, and training sessions as directed by the Director of Finance.
- Deals effectively with employees, officials, landlords, residents, and the general public.
- Reads and comprehends a variety of housing publications and related materials.
- Act as a resource to senior staff regarding projects and programs supported by the organization.
- Maintains regular attendance.
EDUCATION AND/OR EXPERIENCE
- High school diploma or graduate equivalency degree (GED);
- At least two years responsible experience in public or assisted housing, office management, or public administration work;
- Any equivalent combination of education and experience to meet job requirements.
- Computer literate with extensive knowledge of project management programs and electronic spreadsheets.
- Proficient with Microsoft Office Suite or related software.
- Possession of a valid driver's license.
- Ability to be covered under the CHP vehicle insurance policy.
- Ability to be covered under the CHP fidelity bond.

- Proficiency in reading and writing the English language, including spelling and grammar.
- Perform mathematical and accounting related functions with speed and accuracy.
- Interact courteously and tactfully with the general public and handle disgruntled tenants in a calm and fair manner.
- Proficient in Microsoft Office software.
- Communicate clearly and concisely, both orally and in writing.
PHYSICAL DEMANDS
While performing the duties of this job, the employee is: Regularly required to:
- Sit, stand, or walk for extended periods.
- Ability to carry, handle, and move file folders, pens, and other common office materials.
- Operate personal computers, copiers, facsimile machines, telephones, and other common office machines and equipment.

Occasionally required to:
- Kneel, crouch, and/or stoop to perform job tasks.
- Lift or carry up to 10 pounds independently.
WORKING CONDITIONS
While performing the duties of this job, the employee will work inside a typical office environment and could be exposed to moderate noise levels, controlled and uncontrolled temperature conditions, and occasional exposure to hazardous physical substances.
