Position Summary & Responsibilities Position Summary:
The Procurement Officer performs advanced purchasing and contract-support functions for South Central Regional Mental Health Hospital in accordance with Kansas procurement regulations, hospital policies, and budget requirements. This position manages complex or specialized purchasing needs, evaluates contract terms, reviews pricing and documentation for accuracy, and resolves procurement issues that require research, analysis, or independent judgment. The position supports the Director of Procurement by reviewing specifications, assisting with contract usage and renewal documentation, preparing procurement analyses, and ensuring that purchasing activity is accurate, compliant, and audit-ready. The incumbent serves as a resource to hospital departments on procurement procedures, contract sources, and purchasing requirements. This position plays a key role in ensuring timely, cost-effective, and compliant acquisition of goods and services by coordinating closely with vendors, hospital staff, and the Office of Procurement and Contracts (OPC). Job Responsibilities may include but are not limited to the following: Advanced Purchasing and Contract-Supported Procurement Review complex or specialized purchase requests for accuracy, compliance, and alignment with contract terms or hospital needs. Evaluate vendor quotes, pricing structures, contract applicability, and product specifications. Enter and process requisitions and supporting documentation, ensuring accuracy in coding and system data. Monitor purchase orders and resolve issues requiring analysis or independent judgment, such as pricing discrepancies or incomplete deliveries. Review invoices and supporting documentation for accuracy, coding, and contract compliance before routing for approval. May use approved purchasing methods, including P-card transactions, when authorized by the hospital and in accordance with applicable policies. Maintain detailed purchasing records and documentation to support financial oversight, reporting, and audit readiness. Vendor, Contract, and Compliance Coordination Coordinate with vendors regarding pricing, specifications, delivery schedules, and problem resolution. Assist departments in identifying appropriate contract sources, obtaining contract-supported pricing, or interpreting contract provisions. Track contract usage, renewal dates, and related documentation to support compliance and continuity of service. Research purchasing options using state contracts, cooperative agreements, and other approved sources. Provide detailed analysis or summaries of procurement activity for budgeting, compliance review, or audit preparation.
Department and Accounting Support:
Guide staff on procurement procedures, contract requirements, and necessary documentation. Assist accounting personnel with resolving invoice issues, matching receipts to purchase orders, and ensuring accurate payment and coding. Prepare procurement-related reports, data extracts, or summaries needed for budgeting, forecasting, or compliance.
Compliance, Training, and Other Duties:
Maintain current knowledge of procurement procedures, hospital policies, and applicable purchasing regulations. Participate in required training for procurement systems, financial software, IT security, and other mandatory training for state employees. Follow internal controls and documentation standards to ensure compliant, accurate procurement practices. Complete special projects and other duties as assigned to support operational needs of the hospital. Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.
Qualifications Minimum Requirements:
Three years of experience in procuring commodities and services which includes preparing order specifications, estimates, bids, contracts and awarding contracts. Unrestricted Driver's License Effective communication and organizational skills to manage multiple procurement activities independently. Preferred Four years of experience in business, accounting, supply chain, public administration, or a related field. Experience in government or healthcare procurement, including contract usage or basic specification review. Experience supporting budget, audit, or compliance activities related to purchasing. Familiarity with Kansas procurement laws, contract requirements, and sourcing practices.
