Summary Professional, technical and administrative work in connection with the purchase of all materials, supplies, services and equipment for the County and Cape Cod towns and other political subdivisions; ensures the adherence to legal requirements and ethical standards in regard to purchasing statutes; all other related work as required. Supervision Works independently under the general direction of the Finance Director/Treasurer and within the established policies and procedures of the federal, state and local laws regarding procurement; working guidelines are established by CFR 200 and Massachusetts General Laws including Chapter 30B, Chapter 149, Sections 44A-44J (public building construction bidding), and Chapter 30 Section 39M, local laws and County Policies. Performs varied and highly responsible professional, technical and administrative duties requiring extensive independent judgment in the development of procurement specifications, evaluating responses and ensuring conformance with applicable laws, regulations and County policies. Works independently most of time, with occasional suggestions from supervisor; only consulting with supervisor when exceptions or clarifications are required. May supervise staff as required. Responsible for various administrative tasks, with a primary focus on finance, in a fast-paced office environment. Performs varied and detailed duties to ensure regulatory compliance with purchasing operations and ensures efficient and effective operations. Responsible for planning, coordination, and managing the procurement and delivery of various capital and operational objectives for Barnstable County and Cape Cod as a whole. Oversees the procurement process and manages bidding, develops bids and proposals for items such as fuel oil, gasoline, road work, tradespersons, and a full range of other supplies and products for Barnstable County, coordinates cooperative bidding for towns on Cape Cod, and other political subdivisions as needed. Makes regular contact with County departments and municipal officials to provide prices and to clarify procurement issues, develops specifications and has contact with vendors. Maintains and updates the Purchasing website. Evaluates and approves department purchase orders to ensure conformance with county policy and MGL. Conducts all aspects of training in purchasing, procurement card, gasoline & diesel program and CommBuys (or similar) procedures for operating personnel. Confers with vendors to obtain product or service information such as price, availability, and delivery schedule; prepares correspondence and interviews vendors and maintains bidder lists. Conducts market research and studies trends for determining appropriate bid schedule. Solicits price quotes; monitors contractor performance for County and all political subdivisions as needed. Recommends products for purchase; estimates values according to knowledge of market price; determines method of procurement, such as direct purchase or bid; approves bids and requests for proposals. Discusses defective or unacceptable goods or services with inspection or quality control personnel, users, vendors, and others to determine source of trouble; takes corrective action to resolve problems. Reviews and modifies County internal procurement policies and procedures and makes recommendations to the Finance Director/Treasurer. Prepares specifications in conjunction with other department personnel; requests and opens bids; advises all bidders as to the outcome of their respective bids; establishes the bidding calendar and provides follow-up, as needed. Responsible for disposal of County surplus property in conformance with Chapter 30B and County policy, coordinating with appropriate departments and divisions. Writes and prepares contracts for execution by the appropriate authority. Maintains procurement records such as items or services purchased, costs, delivery, product quality or performance, and inventories. Researches, prepares and administers the Invitation for Bid and Request for Proposal/Qualifications process as required by Massachusetts General Law; selects an evaluation committee, oversees the evaluation, prepares and recommends documents to the County Commissioners for contract acceptance. Organizes and presides over site visits associated with Bid process involving the procurement of services; negotiates contracts with or on behalf of departments and ensures proper filing and signatures of the affecting contracts. Manages and maintains the following County-wide programs: Procurement Card, Gasoline & Diesel Program, Commbuys or similar, Purchase Order and Contract module of ERP system, ebidding platform and other data management responsibilities as necessary. Acts as liaison to State and other Municipal purchasing organizations. Participates within the Cape Cod Association of Public Procurement Officials, an organization leading the regional public procurement network. Ensures the County's compliance with all federal, state and local laws as they apply to procurement activities; maintains required procurement records and documents; ensures compliance in the awarding and execution of contracts; ensures compliance with current prevailing wage laws. Creates, manages and completes all audit ready procurement files. Performs similar or related work as required or as situation dictates. Qualifications Education and Experience Bachelor's degree in business administration, public administration, or related field; and more than 5 years of progressively responsible administrative experience in the procurement field; or any equivalent combination of education and experience. Massachusetts Certified Public Purchasing Official (MCPPO) designation required. Strong budgeting, contract administration and negotiation skills. Ability to manage multiple projects simultaneously and work well under pressure in a fast-paced environment. Excellent written and verbal communications and time management skills.
Knowledge:
Thorough knowledge of Federal procurement regulations, Massachusetts procurement laws, including bidding laws and requirements, design, and construction laws as well as local County procurement and financial policies. General knowledge of the kinds of equipment and materials purchased by Barnstable County and within a municipality and of the sources of supply for those materials. Familiarity with commodities such as construction, construction materials, design services, vehicles, furniture, office equipment and supplies, office machines, advertising, printing, etc.
Ability:
Ability to interact in a positive and effective manner with personnel at all levels of authority. Ability to communicate clearly and concisely in person, in writing and orally. Ability to maintain accurate and detailed records. Ability to prepare and analyze comprehensive reports. Ability to carry out assignedprojects to their completion. Ability to establish and maintain effective working relationships with employees, town officials, the general public. Ability to read blueprints. Ability to handle multiple deadlines simultaneously. Ability to shift priorities quickly based on directives from Finance Director/Treasurer and/or County Administration. Ability to plan work to meet multiple shifting deadlines, and priorities. Ability to write specifications and other technical documents. Ability to write contracts and specifications with the technical assistance of the respective department/division requesting such a commodity. Ability to source commodities to a good vendor. Ability to administer procurement and purchasing policies and procedures; interpret, apply and explain the County's purchasing process; negotiate effective purchasing contracts based on quality, quantity and price; analyze complex issues, evaluate alternatives and reach sound conclusions; make adjustments to operating procedures as necessary to improve organization effectiveness. Ability to maintain a high level of customer satisfaction while managing a diverse workload with changing priorities and deadlines
Skill:
Skill in sourcing and negotiating with vendors. Excellent communication and public relations skills. Skills in the use of personal computers, particularly Microsoft Office and O365, database management, and spreadsheet applications. Skill in public speaking, consensus building, and facilitation. Job Environment Work is performed under typical office conditions, with required service during the evenings to attend meetings, and occasional trips to other municipal offices for procurement related activities. The noise level in the work environment is usually moderately quiet. Errors could result in a time loss, delay in services and adverse public relations as well as direct financial impact to County budgets through failure to complete work efficiently and accurately. Has access to confidential County wide information including bid documents, leases, appraisals, and property contracts and negotiations. Work involves frequent interdepartmental and public interaction with outside agencies, requiring considerable discretion, resourcefulness and persuasiveness to achieve desired objectives and recommendations. Will require travel to meet with customers, conduct site visits, attend meetings, and conduct supplier visits.
