Job Requirements Bethesda, MD Top Secret Polygraph Unspecified Career Level not specified $60,000 - $75,000 Job Description Old Harbor Solutions, a Federal Contracting leader is seeking Procurement Technicians with National Institutes of Health experience. The Procurement Technician shall provide comprehensive procurement and administrative support services to NIH, including:
Contract and File Management:
Prepare, review, and maintain complete contract packages; manage contract files (active and closed); track awards and modifications; and ensure compliance with NIH records management and regulatory requirements.
Procurement Tracking and Validation:
Monitor procurement actions, validate receipt of goods/services, resolve discrepancies, and follow up on incomplete orders and outstanding items.
Data Entry and Reporting:
Accurately enter and maintain procurement data in government systems and spreadsheets; track deliverables; and prepare required reports, including past performance documentation.
Invoice Processing and Resolution:
Maintain invoice logs, track payment status, prepare invoice reports, and coordinate with stakeholders to resolve discrepancies and ensure timely payment.
Acquisition Document Support:
Prepare, edit, and format acquisition documents (e.g., SOWs, synopses, D&Fs) in final, submission-ready form.
Program and Customer Support:
Assist program staff with acquisition packages and contract documentation; provide guidance on procurement processes; and support onboarding of new personnel.
Quality Assurance and Administrative Support:
Review procurement data and documents for accuracy and compliance; support meetings and communications; and recommend improvements to data management and business processes.
Requirements:
US Citizen Ability to obtain/maintain a Public Trust clearance Ability to pass a pre-employment background check Solid MS Office Suite skills (e.g. MS Word, Excel, Outlook, SharePoint, PowerPoint) Excellent analytical, organizational and time management skills Attention to detail Strong communications skills (written and verbal) Experience w/ teleconference platforms (WebEx, MS Teams, Zoom) Excellent attention to detail Experience with: PRISM, Oracle, POTS, nVision is desired NIH experience preferred Ten (10) years of experience in related field. Knowledge of Microsoft Office Suite, spreadsheet and database management. Education Requirements Bachelor's degree in related field. Four (4) years of specialized experience plus a High School diploma is equivalent to a BA/BS degree.
