Senior Purchasing Coordinator (DDC #10101828) State of New Mexico - 3.4 Albuquerque, NM Job Details Full-time $26.57 - $39.86 an hour 1 day ago Qualifications Working with individuals with developmental disabilities Driver's License Full Job Description Posting Details The New Mexico Developmental Disabilities Council (DDC) exists to promote advocacy, capacity building, and systemic change to improve the quality of life for individuals with developmental disabilities and their families. DDC requires a position to provide financial administration and program support to the Developmental Disabilities Council's Office of Guardianship (OOG), as well as financial support for the agency as a whole. DDC is a small agency that requires most positions in our agency to function in many capacities. This position not only performs duties within the OOG program and also serves as the Chief Procurement Officer for the agency. This posting is used for ongoing recruitment and may close at any time. Applicant lists may be screened more than once. Why does the job exist? The purpose of this position is to oversee and manage OOG's financial activities using the NMStar database; create an OOG program budget and maintain it monthly; oversee and coordinate the Medicaid billing; and work with the Health Care Authority and NMStars to collaborate. This position will also serve as the Chief Procurement Officer for the agency. This position is responsible for contract processing and the procurement of goods and services for the agency, in accordance with statutory regulations, policies, and procedures. This position also prepares, administers, and analyzes competitive solicitations such as Professional Service Contracts, RFPs, ITBs, and Sole Source contracts; and processes leases, MOUs, JPAs and GSAs agreements for services, equipment, and facilities. Finally, they oversee the preparation and approval of all purchase transactions in SHARE. How does it get done? Oversee and manage OOG's financial activities using current database and maintain budget for OOG in database Oversee and coordinate Medicaid billing and collaborate with Health Care Authority Oversee all agency purchase transactions in SHARE Serve as the agency CPO Process and monitor all agency procurement goods of services Prepare all agency Professional Service Contracts, RFP's ITBs, and Sole Source Processes leases MOU's, JPA's and GSA agreements Knowledge of the New Mexico Administrative Code (NMAC), and Model of Accounting Processes (MAPS) Work closely with OOG Director, CFO and DDC staff
Knowledge of Capital Assets and Performance Measures Administrative Coverage:
Provide professional front-office support by occasionally covering receptionist duties and managing high-level inquiries as needed. Who are the customers? Internal DDC Staff Other State Agencies DDC External Constituents Ideal Candidate Internal DDC Staff Other State Agencies DDC External Constituents Minimum Qualification Bachelor's degree in Business or Accounting and Finance and one (1) year of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must also obtain Chief Procurement Officer certification within 6 months of hire. Working Conditions Position will be performed primarily in an office setting, with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and telephone usage, and extended periods of sitting. Must be able to work effectively with diverse client population including individuals with physical, cognitive, and psychiatric disabilities and limitations.
