The Procurement Specialist will:
Manage procurement and contract activities for the Behavioral Health Services Division (BHSD); Ensure contracts and competitive procurements are developed and administered in compliance with the New Mexico Procurement Code and Health Care Authority (HCA) policies. Lead recurring service contracts and formal solicitations (RFPs, RFAs, ITBs, GSAs), oversee the contract lifecycle, and serves as the divisions primary internal resource for procurement guidance; Support timely contract execution, fiscal integrity, and uninterrupted delivery of behavioral health services statewide. How does it get done? The Procurement Specialist is responsible for: Leading and managing competitive procurements, including RFPs, RFAs, ITBs, and GSAs, from development through award; Drafting, negotiating, amending, renewing, and administering service contracts; Serving as the divisions primary resource for procurement guidance and contract questions; Advising program staff on contracting methods, timelines, and compliance requirements; Facilitating solicitation evaluations and coordinating scoring and awarding documentation; Monitoring contract performance and addressing scope changes, compliance issues, and payment discrepancies; Conducting cost and price analysis to support contract decisions; Maintaining procurement records and tracking tools to support audit readiness and operational efficiency; Collaborating with fiscal, legal, and program teams ensuring timely contract execution. Minimum Qualification Bachelor's degree in business administration or a related field and two (2) years directly related experience in governmental or private purchasing practices and procedures. Any combination of education from an accredited college or university in a related field and/or direct experience as it pertains to the essential duties and responsibilities of this classification totaling six (6) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid Driver's License. Must obtain a Defensive Driving certification. Working Conditions Work is performed in an office setting, with exposure to Visual/Video Display Terminal (VDT), extensive computer and telephone usage with extended periods of sitting.
