Job Description
Posting Details Interviews to be conducted within two weeks after the job posting has closed. Why does the job exist? This position serves as the agency's Chief Procurement Officer and ensures all procurement methods and contracts are processed in accordance with the New Mexico State Procurement Code, Model of Accounting Practices and all other state or federal laws, rules or regulations including applicable federal grant awards. This position serves as the agency's Contract Specialist to create and process all contractual agreements for NMDVS. They act as the subject matter expert for all procurement and provide guidance to agency staff on allowable procurement methods. This position oversees the request for proposals, invitations to bid, and provides guidance to agency staff regarding these procurement methods. They are responsible for oversight of the agency's procurement throughout the fiscal year and will be actively involved in Year End Closing processes and audit requests. How does it get done? This position accomplishes its responsibilities through procurement and contract oversight, compliance monitoring, financial review, staff training and coordination with agency leadership, program staff and state oversight entities. As the agency's Chief Procurement Officer and Contract Specialist, the position creates, reviews and processes agency contracts, purchase orders, and change orders; ensuring appropriate procurement methods, funding sources, account codes, approvals and supporting documentation are in place. The position processes transactions in SHARE Financial System and ensures procurement activities are accurate, timely, and compliant with state and federal requirements. The position serves as the agency's procurement subject matter expert by providing training, guidance, monitors procurement and contract activity throughout the fiscal year, and supports capital asset tracking and accountability. The position also coordinates with the CFO, General Counsel, Administrative Services, program staff and other state entities and assists with year-end closing and audit activities, including reviewing records, preparing documentation, and resolving discrepancies or compliance concerns. Who are the customers? The NM Department of Veterans Services divisions and the vendors/subcontractors anticipating payment. Ideal Candidate The NM Department of Veterans Services divisions and the vendors/subcontractors anticipating payment. Minimum Qualification Bachelor's degree in Business or Accounting and Finance and one (1) year of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience. Employment Requirements This position requires the employee to have a Chief Procurement Officer (CPO) certification and must be obtained within the applicant's first six months of employment. Working Conditions Work is performed in an office setting, with exposure to Visual/Video Display Terminal (VDT), extensive computer and telephone usage. Must be able to lift 20 lbs.
