Job Description

Summary Responsible for providing procurement and supply chain support for Department of Energy (DOE) funded projects and operational procurement activities. This position supports compliance with DOE requirements, including Davis-Bacon Act (DBA), Build America Buy America (BABA), Foreign Participation Program (FPP), and other federal grant and reimbursement requirements. The role assists with procurement administration, vendor management, proposal administration, material tracking, compliance documentation, and strategic sourcing initiatives while ensuring timely reimbursement and regulatory compliance associated with DOE awards. This is a temporary position that is expected to last approximately 6 months. Essential Duties and Responsibilities Processes material and service requisitions and issues purchase orders, contracts, and agreements to approved vendors. Obtains vendor quotations, pricing, delivery schedules, and commercial terms. Expedites materials and services to support project schedules and operational requirements. Generates Requests for Proposal (RFPs), Requests for Quotation (RFQs), and other solicitation documents. Coordinates the receipt, evaluation, distribution, and documentation of vendor proposals. Prepare bid comparisons and procurement recommendations based on technical and commercial evaluations. Supports DOE-funded projects through administration of federal compliance requirements, including BABA certifications, Foreign Participation Program disclosures, Davis-Bacon Act compliance, and material sourcing documentation. Tracks and maintains procurement records necessary for DOE grant reimbursement submissions. Research material sourcing, vendor qualifications, and supply chain information to support federal compliance requirements and waiver requests. Performs detailed analysis of project costs, procurement records, and material purchases to identify potential federal compliance implications. Maintains and monitors material tracking systems and procurement documentation. Develops and maintains procurement reports, key performance indicators (KPIs), and compliance metrics. Communicate effectively with internal stakeholders, vendors, contractors, consultants, and regulatory agencies. Leads or participates in meetings related to procurement activities, project support, and compliance initiatives. Assists with vendor negotiations to obtain favorable pricing, terms, and delivery schedules. Maintains vendor databases and supports vendor qualification and prequalification activities. Ensure procurement activities comply with company policies, financial controls, and federal award requirements. Assists Accounting and project teams in resolving purchasing, invoicing, billing discrepancies, warranty issues, and contract administration matters. Supports process improvement initiatives and change management efforts within Supply Chain and Procurement. Provides procurement expertise and support for strategic initiatives, capital projects, and DOE-funded programs. Performs other duties as assigned.
Qualifications Education :
Bachelor's degree in supply chain management, Business Administration, Finance, Engineering, Construction Management, or a related field preferred.
Licenses and Certifications :
None required.
Experience :
Experience in procurement, supply chain management, sourcing, contract administration, or project support. Experience evaluating vendor proposals and negotiating commercial terms. Knowledge of procurement processes, purchasing systems, and supply chain principles. Experience working with ERP systems such as SAP, Asset Suite, Maximo, or similar business software. Experience with federally funded projects, grant compliance, construction procurement, or regulatory compliance is preferred. Experience analyzing data and preparing reports to support business and operational decisions. Relevant education and experience may be substituted for one another as appropriate.

Professional customer service and stakeholder management skills. Physical Requirements This position involves stationary work, often standing or sitting for prolonged periods. While performing the duties of this job, the employee is frequently required to work with hands and fingers; push, pull, reach, lift objects; communicate with others to exchange information; and hear. The employee must have close visual acuity to analyze data, perform inspections, and view computer monitors; and occasionally lift and/or move up to 20 lbs. Work Environment Work outside normal business hours may be required. This position is primarily in an office environment and not substantially exposed to adverse conditions.
