These positions are open to current Ohio Department of Developmental Disabilities employees only.

What You'll Do:

As a lead worker, independently coordinates, oversees, and processes procurement of all necessary supplies, materials, equipment and/or services for operation of DODD Developmental Centers (DCs). Builds and maintains a portfolio of contracts (e.g. maintenance, medical, operational). Create, plan, research, and review complex procurement projects. Drafts and completes personal service contracts, agreements (e.g. BOAs), renewals, and contract amendments. Primary contact for sourcing activities related to capital projects, facilities division managed construction & maintenance project, and DC maintenance related needs. Determines compliance with Department of Administrative Services (DAS) and Office of Budget & Management (OBM) and communicates with internal and/or external customers to resolve errors or discrepancies and corrects/prepares documents for system entry. Prepares and processes requisitions and purchase orders. Gathers and reviews specifications for purchases and solicitations. Operates OhioBuys for creation of solicitations, encumbrances, and contracts. Manages the sourcing process for complex DC solicitations. Contacts suppliers to obtain or verify supplier information. Assures accuracy, correctness, and compliance with all established procedures (e.g. MBE, pre-approvals, contracts). Reviews computations and coding for accuracy and determines validity of fiscal documents. Processes transactions that require decisions be made in accordance with OBM, DAS, and agency policies. Coordinate internal meetings to facilitate evaluation meetings for sourcing projects. Drafts and submits requests to purchase (RTP) to DAS for required release and permit for specific opportunities. Assembles and prepares required documents for capital and operating fund Controlling Board requests. Participates with Legal in contract negotiations for non-standard terms and conditions. Facilitates completion of determination and recommendation forms to DAS for statewide contracts the agency utilizes; Evaluates supplier compliance with DODD for quality, delivery timelines, merchandise and or services provided. Identify solutions for issues and challenges in procurement and contract projects. Conveys state rules & regulations (e.g. term contracts, MBE set-aside) and provides sources if required. Consults with Budgets, Grants, and Accounts Payable sections to resolve transaction errors (e.g. PO balance, coding, supplier ID). Provides support / assistance to Developmental Center staff to resolve procurement related issues in OhioBuys. Utilizes financial reporting and analysis tools (OAKS, BI Cognos, Tableau & OhioBuys) to assist in preparing financial reports (e.g. gathers data, makes calculations, enters data into computer, and generates reports in Excel). Provides compliance review / reconciliation for open encumbrances and contract spending. Assists in procedure and reporting related to EDGE subcontracting and 2 nd tier expenditures on maintenance and construction projects locally administered by Facilities division. Assists procurement managers in providing training. Reviews and provides input for possible updates or additions to policies and procedures for agency sourcing practices. Responsible for development and maintaining of desk manuals for position. Assists, as needed, in managing portfolio of contracts for central office divisions. Maintains central files electronically (e.g. encumbrances, contracts, Controlling Board requests). Demonstrates commitment to sound metrics, accountability, and transparency while ensuring quality customer service.
