ABOUT THE POSITION
The Principal Procurement Analyst serves as a senior-level procurement professional responsible for overseeing complex purchasing and contracting activities that support court operations and administrative functions. This role ensures all procurement activities comply with Judicial Branch Contracting Law, the California Public Contract Code, and applicable court policies and procedures. The position provides strategic guidance to court leadership and departments on procurement planning, contract development, and vendor management. In addition to managing high-value and high-risk solicitations, the Principal Procurement Analyst supervises procurement staff and promotes efficient, customer-focused service delivery. The role also contributes to process improvement initiatives, internal controls, and the development of procurement standards that protect the Court's interests and operational goals. Key Responsibilities Lead and supervise procurement staff, including performance management, training, and work planning Manage complex solicitations (RFPs, IFBs, RFQs) and oversee the full contract lifecycle Ensure compliance with all applicable laws, regulations, and court policies Advise court leadership on procurement strategies, vendor selection, and contract negotiations Review, approve, and monitor contracts, purchase orders, and procurement documentation The responsibilities above illustrate the general scope of work for this classification. This position is a fully remote role. On-site presence is not required unless otherwise directed based on Court operational needs. Telework status is subject to change at the discretion of the Court and in accordance with operational requirements.MINIMUM REQUIREMENTS
To qualify, you must meet one of the following options at the final filing date of this bulletin:OPTION I
Bachelor's degree from an accredited four-year college or university• with a major in public or business administration, finance, operations management or a closely related field and five (5) years of experience in risk assessment, legislative analysis, purchasing and/or contracting for supplies, equipment, materials or services, preferably in a court or other governmental agency.OPTION II
Graduation from an accredited law school and three (3) years of experience in risk assessment, legislative analysis, purchasing and/or contracting for supplies, equipment, materials or services, preferably in a court or other governmental agency.OPTION III
Two (2) years of experience at the level of a Senior Procurement Analyst for the Superior Court of Los Angeles County.OPTION IV
Nine (9) years of experience in risk assessment, legislative analysis, purchasing and/or contracting for supplies, equipment, materials or services, preferably in a court or other governmental agency. Credit for experience is based on a 40-hour workweek. Part-time experience is credited on a pro rate basis (e.g. working 20 hours per week for two months equals one month of experience). Overtime does not count toward additional credit.DESIRABLE QUALIFICATIONS
Extensive knowledge of public sector procurement practices, contract administration, and competitive bidding procedures. Strong understanding of Judicial Branch Contract Law, Public Contract Code, and related legal and regulatory requirements related to procurement. Demonstrated leadership and supervisory experience with the ability to coach, mentor, and develop staff. Excellent analytical, negotiation, and problem-solving skills with the ability to manage complex, high-risk procurements.
