Duties Help The Intelligence Community (IC) Chief Financial Officer (CFO) leads IC-wide efforts to develop, determine, and present the Nional Intelligence Program (NIP) budget to the Office of Management and Budget and Congress on behalf of the Director of Nional Intelligence. The IC CFO also leads IC resource, performance, and financial management as well as procurement oversight and facilities activities. Additionally, IC CFO, through the CFE, provides oversight of ODNI resources, managing formulion, justificion, execution, contracts, manpower, financial audits, and ODNI budget mters in coordinion with the IC, OMB, DoW, and Congress. The IC CFO serves as the single point of integrion for all performance- and budget-reled activities across the 18 NIP elements.
Major Duties and Responsibilities:
Develop and execute a stregic plan for acquisition policy, capabilities, and programs th increases innovion and effective public-prive partnerships across the entirety of the IC. Develop acquisition capabilities th increase the quantity and quality of prive sector partners in the Intelligence Community's Industrial Base. Oversee procurement policy activities across the IC and set stregies to develop the vision, goals and objectives and direction of policy activities for IC-wide procurement policies and activities th align with the Nional Intelligence Stregy DNI stregic goals and objectives. Lead a professional staff and contractors in successfully defining and managing complex programs and projects around acquisition efforts th may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans. Support a flexible acquisition environment th facilites rapid exploition of emerging technologies and innovion within industry though the use of innovive contracting vehicles such as OTAs, CRADAS, etc. Develop and maintain a network of senior level contacts within the DoW and the IC to ensure a continuing dialogue and active insight into ongoing and planned procurement efforts, policy developments and technology activities. Maintain effective working relionships with other ODNI and IC components and other government agencies to address issues th span multiple mission or program areas. Represent the DNI or Office on-reled fora and conduct ongoing collaborion and outreach with stakeholders and partners across the ODNI, IC, Department of Defense, United Stes Government, and oversight organizions (e.g., Congress and OMB), as needed, to meet mission objectives. Perform personnel management responsibilities with a focus on building a high performance workforce; promote team building and a collaborive work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediion. Manage, lead and develop dynamic and long-term planning efforts in the current and anticiped planning structure. Lead, manage, and direct a professional level staff, evalue performance, collabore on goal setting, and provide feedback and guidance regarding personal and professional development opportunities. PROBATIONARY & TRIAL PERIODS
Employees newly appointed to the Senior Nional Intelligence Service (SNIS) are subject to a twelve (12)-month probionary period to assess their ability to perform assigned duties and responsibilities a level of excellence expected of a senior executive. For permanent employees newly hired into the ODNI, the probionary period will run concurrently with the first twelve (12) months of a new employee's two (2)-year trial period.
