The Director will provide leadership to Job Coaches, Employment Specialists, and other program staff; coordinate with DORS, families, employers, case managers, and community partners; and ensure individuals receive high-quality, person-centered employment services. This position will also be responsible for HIPAA compliance, confidentiality, quality assurance, regulatory compliance, staff development, budgeting, operational improvement, business development, and strategic planning . The Director will work closely with executive leadership to ensure that clinical, administrative, and employment-service operations are efficient, compliant, and aligned with organizational goals. Key Responsibilities Lead and oversee the Supported Employment and behavioral health service programs . Supervise, train, coach, and evaluate Job Coaches, Employment Specialists, and other program staff. Coordinate with DORS, case managers, families, employers, referral sources, and community organizations . Oversee employment planning, job development, job placement, job-site support, and ongoing employment services. Ensure individualized service plans and support strategies are implemented according to each individual's needs, preferences, and goals. Conduct regular client and job-site visits and monitor progress, service quality, and satisfaction. Develop and implement operational procedures that improve efficiency, service quality, productivity, and client outcomes. Manage staff scheduling, workload, resource allocation, and program capacity. Participate in recruitment, hiring, onboarding, training, and performance management. Support strategic planning, business development, community partnerships, and program expansion . Develop, monitor, and manage program budgets, expenses, forecasting, and resource utilization. Monitor program and operational data to identify trends, measure performance, and support data-driven decision-making. Ensure compliance with HIPAA, confidentiality requirements, DORS requirements, applicable Maryland regulations, organizational policies, contracts, and licensing standards . Maintain appropriate safeguards for Protected Health Information (PHI) and ensure staff access and use of information are appropriate to their job responsibilities. HIPAA requires covered entities to establish policies and procedures governing workforce access to PHI and to use reasonable safeguards to protect it. Ensure staff receive appropriate HIPAA, privacy, confidentiality, and security training and understand their responsibilities regarding client information. Promote the minimum necessary use and disclosure of PHI when applicable to the employee's responsibilities. Ensure appropriate handling, storage, transmission, and disposal of client records and other confidential information. Report, investigate, and appropriately escalate suspected privacy or security incidents according to organizational policy and applicable requirements. Support HIPAA-related risk management, audits, corrective actions, and compliance reviews. Maintain strong communication with executive leadership regarding program performance, staffing, compliance, financials, risks, and operational priorities. Identify opportunities for process improvement, service expansion, and organizational growth. Maintain professional relationships with employers, government agencies, referral sources, and community partners. Participate in organizational projects, change-management initiatives, and strategic priorities. Provide leadership support for significant administrative, client-service, or operational issues. Perform other duties as assigned by executive leadership. Qualifications Bachelor's or Master's degree in Human Services, Behavioral Health, Rehabilitation, Business Administration, Management, or a related field , or equivalent relevant experience. Minimum 2 years of experience working with individuals with disabilities, mental health needs, employment barriers, or related support needs . Minimum 2 years of supervisory or management experience . Experience managing programs, teams, budgets, and operational activities. Experience with Supported Employment, vocational rehabilitation, DORS, behavioral health, or community-based services preferred. Knowledge of HIPAA, PHI, confidentiality, privacy practices, and healthcare compliance . Demonstrated ability to develop and implement operational improvements and organizational initiatives. Strong business development, networking, and partnership-building skills. Ability to analyze operational and financial information and use data to support decision-making. Excellent written and verbal communication skills. Strong leadership, organization, problem-solving, and decision-making skills. Experience with budgets, forecasting, grants, contracts, or financial oversight preferred. Proficiency with Microsoft Office, electronic records systems, spreadsheets, email, and other business-management technologies. Valid Maryland Driver's License , insurable driving record, and reliable transportation. Legally authorized to work in the United States. Ability to complete required HIPAA, First Aid, regulatory, organizational, and other applicable training . Ability to work flexible hours and respond to program or operational needs when necessary.
