PRINCIPAL ROLE AND RESPONSIBILITIES
Supervisory Responsibilities:
Provides executive leadership and direction to the functional teams, ensuring operational alignment, regulatory compliance, and high-quality service delivery. Oversees leaders across these divisions to ensure consistent implementation of policies, performance standards, and resident-centered practices.
Duties/Responsibilities:
Directs and coordinates operations across multifunctional areas to ensure cohesive workflows, regulatory compliance, and efficient service delivery. Provides strategic oversight of housing property management and maintenance operations to ensure units are safe, well-maintained, and compliant with HUD standards. Ensures effective administration of the housing programs, including eligibility, leasing, payment standards, landlord engagement, and compliance. Leads the team to deliver responsive, respectful, and solution-focused support to residents, applicants, and property owners. Oversees NSPIRE property inspections to ensure timely scheduling, accurate reporting, and adherence to HUD and local safety standards. Exceptional verbal and written communication skills, with the ability to convey complex information clearly to diverse audiences, including residents, staff, elected officials, and community partners. Demonstrated strength in supervising, coaching, and developing high-performing teams; fosters accountability, collaboration, and continuous improvement.
EDUCATION, KNOWLEDGE, SKILLS, AND EXPERIENCE
Equivalent combination of education, training, and progressively responsible experience that demonstrates the ability to perform the essential functions of the role. Minimum of three years of senior management experience in public housing, affordable housing, property management, or closely related operational environment. Strong supervisory and leadership skills. Extensive knowledge of the principles, procedures, and best practices in the industry. Excellent organizational skills and attention to detail. Strong analytical and problem-solving skills. Proficient with Microsoft Office Suite or related software.
PH YSICAL REQUIREMENTS
The Chief Operating Officer will primarily work within the office environment but may also engage in occasional physical tasks such as bending, reaching, sitting, and walking during the workday. This role may require the ability to lift items weighing at least 20 pounds. Moreover, the individual will also spend extended periods each day working on a personal computer. Reasonable accommodation may be made to enable persons with physical disabilities to perform the job. The Chief Operating Officer (COO) oversees all housing-related divisions of County Housing. The COO ensures these departments deliver safe, compliant, and high‑quality housing services while advancing organizational performance, resident satisfaction, and regulatory excellence.
