POSITION SUMMARY
The Federation of State Medical Boards (FSMB) is entering an exciting period of strategic evolution as it expands the services, technology, and capabilities it provides to its member boards and the broader medical regulatory community. As the national organization representing the nation's state medical boards, FSMB plays a unique dual role, serving as both a trusted service organization and the leading advocate for medical regulation, physician licensure, and public protection. As the needs of its members continue to evolve, so too has the scope and strategic importance of the Chief Services Officer (CSO). To achieve the next level of organizational performance, FSMB is seeking an innovative, collaborative, enterprise-minded leader to serve as its next Chief Services Officer (CSO). Reporting to the President and CEO, Dr. Humayun "Hank" Chaudhry, the CSO is a key member of the executive leadership team with broad responsibility for advancing operational excellence and organizational performance across FSMB's diverse portfolio of services, assessment programs, technology, data resources, and member experience. Working closely with senior leadership, the Board of Directors, and external partners, including the National Board of Medical Examiners (NBME), the CSO will ensure effective execution across business units, strengthen operational alignment and accountability, identify opportunities to improve processes and service delivery, and position FSMB to respond to the evolving needs of its member boards. Technology, data, and artificial intelligence will be important enablers of this work, supporting greater efficiency, innovation, and organizational effectiveness. This is an exceptional opportunity for a collaborative, forward-looking executive to build upon a strong organizational foundation, thoughtfully advance operational excellence and innovation, and help elevate FSMB to its next level of organizational performance and national influence. The successful leader will bring broad operational leadership experience, strengthen alignment and execution across a complex portfolio of services and programs, identify opportunities to improve efficiency and enhance value for member boards, and ensure FSMB remains the premier organization supporting medical regulation and physician licensure in an increasingly complex healthcare environment. Success in this role does not require being the functional expert across every area of the portfolio. Rather, they will bring an enterprise perspective, recognizing the interdependencies across operations, services, assessment, technology, and people while aligning resources and strategy to position FSMB for continued success. The successful leader will possess the judgment to know what should evolve and the wisdom to recognize what should remain unchanged. Key Responsibilities & Desired Outcomes As a key member of the executive leadership team, the CSO provides enterprise leadership across FSMB's operations, service portfolio, assessment programs, technology, and innovation functions. With responsibility for a broad and complex portfolio, the CSO will ensure effective execution, operational alignment, and continuous improvement while positioning FSMB to meet the evolving needs of its member boards and the broader medical regulatory community. Success in the first year will be defined as much by building trusted relationships, understanding the organization's culture, and listening to stakeholders as by advancing strategic priorities and operational improvements. The successful leader will take the time to learn the organization, earn credibility, and thoughtfully build upon FSMB's many strengths. Enterprise Strategy & Organizational Leadership
  • Partner with the President & CEO, executive leadership team, and Board of Directors to shape FSMB's long-term strategic vision and organizational priorities.
  • Provide executive oversight across FSMB's diverse business units and functions, ensuring strong operational performance, coordination, accountability, and alignment with enterprise priorities.
  • Identify opportunities to streamline processes, improve efficiency, strengthen service delivery, and optimize organizational resources while maintaining the quality and integrity of FSMB's programs and services. Technology, Data & AI Enablement
  • Provide executive-level strategic oversight of FSMB's technology, data, and artificial intelligence agenda, ensuring these capabilities support operational priorities, improve service delivery, and enhance organizational effectiveness.
  • Partner with technology and functional leaders to evaluate emerging capabilities, establish appropriate governance, and thoughtfully integrate technology and AI across the enterprise. Service Portfolio & Member Value
  • Provide executive leadership for FSMB's portfolio of products and services, ensuring they continue to deliver exceptional value to member boards while identifying opportunities for product innovation, service enhancement, growth, and improved service delivery.
  • Evaluate opportunities for new and enhanced products and services informed by member needs, market insights, competitive intelligence, and emerging trends, while providing strategic direction across the lifecycle of FSMB's offerings. Strategic Partnerships & National Leadership
  • Cultivate collaborative relationships with state medical boards, the National Board of Medical Examiners (NBME), government agencies, academic institutions, and other key stakeholders.
  • Strengthen FSMB's national leadership and influence through strategic partnerships, advocacy, and effective stakeholder engagement. Assessment & Regulatory Excellence
  • Provide executive oversight of the Assessment division and collaborate closely with NBME leadership to support the continued integrity, effectiveness, and evolution of the USMLE and related assessment programs.
  • Cultivate trusted relationships with state medical boards, government entities, academic institutions, industry organizations, and other key stakeholders to advance FSMB's mission and national influence.
Experience and Professional Qualifications Qualified candidate should hold an MBA, MPH or related graduate degree; degrees in technical fields, data sciences, or information systems are also welcomed. The successful candidate will be an accomplished enterprise operations leader with broad business acumen and experience leading complex, multi-unit organizations. They will demonstrate a strong record of translating strategy into execution, optimizing operations and service delivery, developing senior leaders, and driving performance across interconnected functions. The successful candidate will also possess sufficient technology fluency to understand how data, analytics, emerging technologies, and artificial intelligence can enable operational effectiveness, inform strategy, and create new opportunities for the organization. Equally important, the successful candidate will possess exceptional emotional intelligence and interpersonal effectiveness, with the ability to build trust, foster collaboration, communicate through change, and lead by influence rather than authority. They will excel at building relationships across executive leadership, staff, member boards, and external partners while creating an environment of trust, engagement, accountability, and shared purpose. They will bring progressive executive leadership experience, including expertise in:
  • Oversight and strategic leadership of large, multi-unit organizations with complex operations, service delivery models, and organizational interdependencies.
  • Operational leadership and performance improvement, including the ability to assess processes, identify efficiencies, allocate resources, and drive disciplined execution.
  • Executive-level strategic planning and demonstrated success translating organizational strategy into measurable operational priorities and outcomes.
  • Leadership and development of senior teams, with experience creating accountability and alignment across multiple functions and business units.
  • Demonstrated experience advancing product and service innovation, including identifying new opportunities, evolving existing offerings, and translating stakeholder and market needs into sustainable solutions.
  • Financial and business management, including strategic planning, budgeting, resource allocation, and stewardship of organizational resources.
  • Technology-enabled transformation, with sufficient understanding of IT operations, systems, data, analytics, and emerging technologies to provide executive oversight and guide investment decisions.
  • Complex partnership and stakeholder management across internal and external organizations.
  • Proven ability to influence without direct authority, build consensus, and drive alignment and accountability across departments and senior leaders.
Federation of State Medical Boards (FSMB) The Federation of State Medical Boards (FSMB) is a national nonprofit organization representing the 69 medical and osteopathic regulatory boards of the United States and its territories. Since its founding in 1912, FSMB has served as a trusted leader in advancing medical licensure, regulation, and physician accountability to support public protection and high standards in healthcare. Operating at the intersection of healthcare, public policy, and professional regulation, FSMB provides a unified voice for state medical boards while driving greater consistency, collaboration, and innovation across jurisdictions. The organization plays a central role in shaping the national regulatory landscape—convening stakeholders across medicine, government, and academia to address emerging issues and advance best practices in licensure and discipline. FSMB manages several critical national programs, including the United States Medical Licensing Examination (USMLE), co-sponsored with the National Board of Medical Examiners (NBME), as well as the Federation Credentials Verification Service and the FSMB Physician Data Center. Together, these programs support more efficient licensure pathways, enhance physician mobility, and ensure rigorous standards for entry into medical practice. Collectively these services allow FSMB to maintain one of the nation's most comprehensive physician data repositories, enabling real-time information sharing and oversight across state lines. At the same time, FSMB continues to invest in technology and data infrastructure to better serve its member boards and stakeholders. Recent efforts include enhanced data integration through the Physician Data Center, modernization of customer support and service delivery models, and the development of new capabilities in artificial intelligence to support regulatory decision-making and operational efficiency. With operational headquarters in Euless, Texas and a significant presence in Washington, DC, FSMB demonstrates a mission-driven culture grounded in public service, integrity, and collaboration. The organization's work is guided by a clear vision of a medical regulatory system in which patients have access to high-quality care and the integrity of the practice of medicine is upheld. Its mission centers on serving as the national voice for state medical boards—supporting them through services, resources, and initiatives that promote patient safety, regulatory best practices, and access to care. These commitments are reinforced by FSMB's core values: a steadfast dedication to protecting the public's health, safety, and welfare; a commitment to accountability and ethical governance; and a collaborative approach that brings together regulators, policymakers, and the broader healthcare community. With more than a century of service, FSMB continues to evolve as a forward-looking organization, advancing a modern, responsive, and effective system of medical regulation that supports both patients and the professionals who care for them. FSMB is equally distinguished by its collaborative, mission-driven culture. Leadership describes a highly cohesive executive team that values transparency, collegiality, and shared purpose. The organization is committed to supporting its employees, maintaining a healthy work-life balance, and fostering an environment where innovation is encouraged, relationships matter, and the mission of serving state medical boards remains at the center of every decision.
