Job Requirements Anchorage, AK Secret Polygraph Unspecified Career Level not specified Salary not specified Join Premium to unlock estimated salaries Job Description Duties Help Serve as a senior Contract Specialist and warranted contracting/grants officer with responsibility for pre-awards and post-award functions. Review requests for the procurement of complex equipment, services, and/or construction. Develop procurement objectives for the program in terms of competition and price range and construct the contractual vehicle, to include use of pricing arrangements, subcontracting policy, best-aside policies, and similar considerations. Advise program officials of the procurement objectives to be used, and analyze the requirement, recommend revisions to the statement of work or specifications as necessary, and determine the type of contract, milestones, and procurement plan. Close out contracts or issue termination notices and negotiate final settlement proposals. Serve as the technical expert in price/cost analysis. Requirements Help Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. The incumbent must be able to receive and maintain at least a $50 million warrant within 6 months of entrance-on-duty with requirement to receive a larger warrant within 2 years of employment. This is a Defense Acquisition Workforce (AWF) position. Selectee must meet position requirements for Advanced Career Level III Certification within 4 years as of entrance-on-duty.

Contract Specialist:
Degree:
Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR Exemption:
You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience:
One year of specialized experience which includes 1) performing a full range of contracting support functions such as, but not limited to, planning, awarding, and overseeing the administration of complex federal government contract actions of a wide variety of products and services; AND 2) monitoring contractor's performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education
