Full Job Description SUMMARY:
The Contracts Manager is responsible for overseeing the full lifecycle of contract activities from pre-award through close-out for Job Options Inc. corporate office in San Diego, CA. This role manages price and technical proposal development, conducts negotiations, coordinates with Accounts Receivable for month-end invoicing, administers subcontract awards, and ensures timely submission of all contract deliverables. The position also oversees internal and external procurement and contracting arrangements for the Hospitals and Facilities departments. This position requires strong analytical skills, advanced reporting capabilities, and a thorough understanding of contract cost principles. The Contracts Manager must be able to interpret complex contractual, financial, and regulatory information and translate it into clear, actionable guidance that supports organizational decision-making and operational performance. The individual is responsible for ensuring all procurement and contracting activities comply with applicable legislation, U.S. AbilityOne Commission policies, internal procedures, and standards of sound business ethics and probity. The role requires frequent written communication , including daily email correspondence with internal departments, government agencies, subcontractors, and external stakeholders. The Contracts Manager must be able to draft clear, professional, and compliance-aligned emails and manage high-volume communication efficiently.
ESSENTIAL DUTIES AND RESPONSIBILITIES
include the following. Other duties may be assigned. Prepares and submits follow-on year costing for all service contracts and processes requests for contract amendments and modifications. Manages high-volume email communication throughout the day to support contract administration, compliance, and coordination with internal and external stakeholders. Develops innovative contracting strategies and approaches that support positive outcomes for end-users and organizational stakeholders. Maintains current knowledge of relevant legislation, government policies, U.S. AbilityOne Commission policies, best practices, and external factors impacting procurement and contracting activities. Ensures all procurement, subcontracting, and contracting actions comply with AbilityOne requirements, including ratio management, documentation standards, and contract deliverable obligations. Develops and implements internal service agreement frameworks, including procedures for monitoring, compliance, and enforcement aligned with AbilityOne program rules. Reviews and evaluates complex situations, identifies required actions, and establishes structured plans to achieve business objectives. Stays informed of market trends and industry developments to support continuous business improvement. Processes requests for equitable adjustments and claims when work performed exceeds contractual responsibilities or when incurred costs are not reimbursable under existing contract terms. Maintains ongoing communication with contracting and procurement agencies (e.g., DeCA, GSA) to support efficient coordination and smooth execution of the contract award process. Collaborates with Divisional Managers to ensure accurate and timely receipt of field-level input related to contractual performance and to ensure contractual requirements—including AbilityOne compliance obligations—are clearly communicated back to operational leadership.
SUPERVISORY RESPONSIBILITIES
This position does not have direct supervisory responsibilities . The Contracts Manager may provide functional guidance , clarification of contract requirements, and subject-matter support to staff or managers involved in procurement, contract administration, or AbilityOne compliance activities. This guidance is limited to contract-related processes and does not include formal supervisory authority.

EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES
(KSA's): Bachelor's degree in Business Administration, Finance, Accounting, Contracts, or a related field; an equivalent combination of education and relevant experience may be considered. 3-5 years of experience in a federal contracting environment. Veterans are encouraged to apply. Proficiency in Windows and the Microsoft Office Suite, including advanced Microsoft Excel skills (complex formulas, pivot tables, data analysis, and reporting). Working knowledge of the Federal Acquisition Regulation (FAR) and federal contract cost principles. Familiarity with U.S. AbilityOne Commission policies and requirements (preferred). Strong analytical skills with the ability to interpret complex contractual, financial, and regulatory information. Effective communication skills and the ability to collaborate with internal and external stakeholders. Ability to manage multiple priorities, meet deadlines, and maintain accuracy in a fast-paced contracting environment.

FINANCIAL RESPONSIBILITY
Responsible for contract costing, pricing analysis, equitable adjustment review, and financial documentation supporting contract administration and compliance. Ensures accuracy of contract-related financial submissions and supports month-end invoicing coordination.
INTERNAL AND EXTERNAL BUSINESS CONTRACTS
Maintains professional communication with Executive Leadership, Human Resources, Payroll, Finance, Operations Management, Government Agencies, SourceAmerica representatives, auditors, subcontractors, and vendors.
LANGUAGE SKILLS
Ability to read and comprehend instructions, correspondence, and regulatory materials. Ability to write clear, professional email communication and prepare structured contract documentation. Ability to effectively present information in one-on-one and small group settings.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure. Ability to compute rate, ratio, and percent and interpret financial and contractual data.
REASONING ABILITY
Ability to apply common-sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to address problems involving multiple variables in standardized situations.
