Acquisition Liaison Req #8424 Washington, DC, USA Apply Share Job Description Posted Friday, September 25, 2026 at 1:00 AM TSS is looking for an Acquisition Liaison to provide cradle‑to‑grave acquisition support across two FTA acquisition divisions. This role requires subject matter expertise in federal procurement, hands‑on experience with FAR‑based acquisitions, and the ability to work closely with program offices, CORs, and Contract Specialists to develop, review, track, and administer complex contractual actions. Key Responsibilities Acquisition Support & Coordination Work under the general oversight of the COR to provide contractual support for two FTA acquisition divisions. Provide mid‑level expertise in federal acquisition to assist technical and program staff throughout the entire procurement lifecycle. Collaborate with mid‑level and lower-level program personnel to develop acquisition documentation, evaluation criteria, and requirement packages. Pre‑Award Activities Assist program offices in preparing complete purchase request (PR) packages, including determining correct supporting documents and their purpose. Review acquisition packages prior to submission to the Acquisition Office for accuracy, compliance, and completeness. Support development of acquisition plans, SOWs, SOOs, PWSs, functional requirements, specifications, market research reports, determinations and findings, exception to fair opportunity statements, and justifications and approvals. Assist in developing Independent Government Cost Estimates (IGCEs) and conducting market research to support business case requirements. Contribute to the development of source selection evaluation criteria as needed. Contract Administration & Compliance Assist in the review of existing contracts to ensure compliance with applicable laws, regulations, and policies. Support administration of contract mechanisms including IDIQs, BPAs, task orders, delivery orders, call orders, purchase orders, and IAAs. Assist with recurring contract administration tasks and provide support to both the program office and acquisitions office. Track contract funding levels and coordinate with the COR and Contract Specialist to ensure accurate documentation and communication. Analysis & Documentation Understand and assist with cost and price analysis. Support advertising, soliciting, constructing, awarding, and administering contractual actions, including preparation of contract modifications. Maintain an up‑to‑date electronic spreadsheet reflecting the status of all contract actions. Assist with preparing contract actions for closeout; provide documentation to FTA closeout teams (not involved in invoice acceptance, rejection, or payment settlements). Assist in reporting requirements and documentation development as needed. Meetings & Communication Attend program and acquisition office meetings, avoiding any conflict‑of‑interest situations. Take meeting notes and communicate effectively across various levels of the organization. Coordinate with technical experts and contracting personnel to ensure project milestones align with contractual documents and project plans. Systems & Tools Utilize contract writing systems such as PRISM (desirable). Assist in preparing contractual actions using e‑Government acquisition tools. Conduct market research using systems such as GSA Market Research as a Service (MRAS) and other tools. Other Duties Support market research and trends analysis under guidance of the Acquisition Liaison. Assist in management of reporting requirements. Perform other acquisition-related duties as assigned. Education & Qualifications Bachelors' degree or higher Minimum of 5 years' experience in federal acquisitions.
