JOB DESCRIPTION CONTRACT MANAGER 1. INTRODUCTION
The purpose of this job description is to report the functions, requirements, working conditions, and office responsibilities of the Contract Manager for Healthy Start. This position reports directly to the Director of Programs. 2.
ESSENTIAL FUNCTIONS
The basic functions of the Contract Manager is to provide ongoing quality assurance and quality improvement of interventions and services that support the mission of the Healthy Start Coalition of St. Lucie County. Some, but not all, of the essential functions of this position are as follows: Quality Assurance Participate as a member of the management team in formulating and establishing organizational policies and operating procedures for the company Develop, implement, and coordinate service provision quality assurance program through the support staff and program managers Analyze, evaluate, and present information concerning factors such as business situations, production capabilities, and economic trends to maximize the provision of maternal child services in St. Lucie County Suggest and debate alternative methods and procedures in solving problems and meeting changing market opportunities Develop initial and subsequent modifications of service delivery plan to delineate areas of responsibility, personnel requirements, and operational procedures within the program Evaluate contents of reports from service provider department heads and confers with top management regarding fiscal budgets Review technical publications, articles, and abstracts to stay abreast of technical developments in the industry Contract Management Services for Healthy Start Coalition of St. Lucie County and Kids Connected by Design Conduct contract management meetings/activities with subcontracted providers to establish, delineate, and review program organizational policies, coordinate functions and operations between departments, and establish responsibilities and procedures for attaining objectives Coordinate and evaluate activities in agency to ensure balanced and adequate program and to formulate progressive program designed to meet changing needs of community Direct collections, analysis, and interpretation of statistics significant to program planning and budget preparation Participate in establishing programs for guidance and professional development of nursing staff; establish personnel policies, qualifications, and salaries Participate in community planning for Maternal Child health and social welfare problems Contracts Prepare and monitor contracts for all subcontracted providers Prepare and submit all requisite monthly and quarterly reports Service Delivery Plan Work with Director of Programs to Complete Service Delivery Plan every five years for submission to the Department of Health MCH Conduct studies, prepare reports, and advise public and private sector administrators regarding maternal and child issues Consult with administrators or planning councils to discuss overall intent of programs or projects and determine broad guidelines for studies May coordinate field investigations, economic or public opinion surveys, demographic studies, or other research to gather required information Organize data from all sources using statistical methods to ensure validity of materials 3.
OTHER FUNCTIONS
Support with projects as needed Completes any additional assignments as requested by management Assist with Social Media oversight 4.
MINIMUM JOB REQUIREMENTS EDUCATION / EXPERIENCE
Bachelor's Degree in the health or human service field is required; Master's Degree is preferred. Five years of experience in working in human service field involving multiple agencies and at multiple sites is required. Some proven experience in supervision is also required.
SKILLS/KNOWLEDGE
Knowledge of the principles and practices of social and family support work Exceptional scheduling and/or prioritizing skills with strong data entry proficiency Ability to handle multi-phone lines effectively Proven ability managing multiple priorities; strong organization, detail and process management orientation Working knowledge of office machines and equipment, e.g. fax machines and photocopiers Strong proficiency with computers, data base entry and with full Microsoft Office suite, email, and internet Well versed in social media venues Excellent written and verbal communication skills; above average interpersonal skills Ability to read, analyze, and interpret data and information and apply appropriate judgment Passion for providing extraordinary customer service and work with people at all levels Demonstrated ability to work independently with supervision: ability to make decisions independently Honesty and integrity are critical to this organization Exercise good judgment and maintain confidentiality of critical and sensitive information, records, and reports. Understand, interpret, and apply general administrative and departmental policies and procedures. Ability to work well independently and in a team environment Ability to balance multiple assignments and adjust direction and priorities within fast paced and multi-faceted work environment TRAVEL This position will require some field work to assist or cover for employees, so some travel within the community is expected. Some travel may be required for training and/or other business purposes. 5.
WORKING CONDITIONS
Fast paced work environment; flexibility to working schedules may be required due to changing business demands.
