The Specialist, Subcontracts is responsible for managing end-to-end lifecycle of subcontracts and is responsible for solicitations, fact finding, sourcing, documentation, negotiations, cost/price analysis, terms and conditions negotiations, and subcontract execution. The Subcontracts Specialist is the main point of contact between suppliers and program teams and provides all contractual direction. This role implements strategic sourcing plans, assesses and mitigates supplier risks, including financial considerations, and defines subcontract specifications, work statements, and terms and conditions for procuring specialized materials, equipment, and services. Key responsibilities include preparing bid packages, conducting bidders' conferences, evaluating proposals, negotiating subcontract terms, recommending suppliers, issuing awards, and overseeing subcontract administration. This role also entails negotiating and coordinating any necessary modifications to subcontracts. The Specialist Subcontracts collaborates closely with contract administration and purchasing teams to develop and refine subcontract policies and procedures. They employ a range of methods and evaluation criteria to meet goals and objectives effectively and may sign supplier agreements and purchase orders within their authority.Essential Functions:
- Lead the full subcontract lifecycle, including sourcing strategy development, RFP/RFQ issuance, proposal evaluation, negotiations, subcontract award, administration, and closeout
- Perform price and cost analysis to determine fair and reasonable pricing and document procurement decisions in accordance with company procedures
- Negotiate pricing, delivery schedules, statements of work, terms and conditions, and risk mitigation strategies with suppliers
- Prepare and administer purchase orders, subcontracts, modifications, and related contractual documentation
- Partner with Program Management, Engineering, Manufacturing, and Quality teams to support program schedules, resolve supplier issues, and mitigate supply chain risks
- Monitor supplier performance related to cost, quality, and delivery requirements and develop corrective action plans when necessary
- Support proposal efforts by obtaining supplier quotations, evaluating supplier responses, and developing sourcing recommendations
- Ensure compliance with company policies, customer requirements, FAR/DFARS regulations, CPSR requirements, and applicable procurement procedures
- Maintain procurement documentation and subcontract files to support internal audits, customer reviews, and DCMA oversight activities
- Identify and execute cost savings, risk reduction, and process improvement opportunities
- Drafting and negotiating contract vehicles including Subcontracts, Letter of Subcontracts, Teaming Agreements, Long-Term Agreements, Master Service Agreements, Software License Agreements, Insurance Agreements, Intellectual Property Agreements, Non-Disclosure Agreements and other legal matters.
Qualifications:
- Bachelor's Degree with 4 years prior experience, 2 year post-secondary/AA Degree and 8 years prior experience or Graduate Degree with 2 years of prior related experience.
Preferred Additional Skills:
- Experience in Government and Commercial Contracting/Subcontracting managing supplier performance in the areas of technical scope, schedule, cost, and risk mitigation.
- Experience managing various types of moderately complex to complex subcontracts, including hardware, software, complex services subcontracts, internal research and development (IR D) contracts, special projects, development and follow-on/production subcontracts.
- Experience in the following contract types: Firm-Fixed Price, Firm-Price Incentive Fee, Time and Material, Labor Hour, Cost Reimbursement (w/fixed fee, incentive fee or awards fee).
- Knowledge of and experience with the Uniformed Commercial Code (UCC), Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFAR), International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR).
- Excellent presentation skill and ability to develop effective working relationships with Business Development, Program Management, Finance, Legal, Operations, and external customers.
- High-level attention to detail and dedication to thorough documentation.
- Demonstrated ability to work with cross-functional teams and manage multiple projects simultaneously.
- Strong problem-solving skills and the ability to meet strict deadlines.
- Experience in the aerospace & defense industry is highly desirable.
