As our Director of Transit Operations, you will be the driving force behind the smooth, safe, and efficient delivery of our transit services. You'll oversee contracted transit providers, ensuring they meet performance, safety, and compliance standards. You'll also serve as the company's Drug and Alcohol Program Manager, safeguarding the integrity of our operations and the well-being of our team. Your expertise in Microsoft Excel will help us turn data into actionable insights—optimizing operations, improving contractor performance, and ensuring compliance with federal and state regulations. The Director of Transit Operations position includes, but is not limited to, the following duties. 1. Provide administrative support to the Administrator, Assistant Administrator as needed 2. Oversee and manage relationships with contracted transit service providers, ensuring adherence to service agreements, safety protocols, and performance metrics 3. Serve as the Drug and Alcohol Program Manager coordinating with contractor Designated Employer Representatives (DERs) for the company's Drug and Alcohol Testing Program, ensuring compliance with FTA, DOT, and state regulations 4. Manage our scheduling software (Ecolane) while monitoring the Demand Response and ACCESS programs (Micro-transit) for compliance and ensure the day-to-day operations run efficiently 5. Monitor contractor performance through data analysis, site visits, and regular reporting; implement corrective actions when necessary 6. Maintain operational reporting standards by extracting data from transit software systems using Microsoft Excel—including advanced formulas, pivot tables, and VLOOKUP functions—to track KPIs, identify trends, and use for federal and state reports 7. Collaborate with safety, training, and compliance teams to ensure all operational activities meet or exceed regulatory requirements 8. Lead operational planning for service changes, expansions, and emergency response scenarios 9. Collaborate with Administrator and Deputy Administrator in preparing and presenting operational reports to Advisory Board and MassDOT 10. Must create a new Homeland Security plan for the Authority, working with Transportation Security Administration and the local Regional Emergency Planning board 11. Administrator Minimum Qualifications Education:
A Bachelor's degree in Transportation Management, Business Administration, or related field (or equivalent work experience college degree is strongly preferred.
A person without a completed college degree would be considered based on a case by case basis if they have related experience in a similar capacity. An understanding of DOT and FTA regulations is preferred.
Experience :
Proven leadership experience in public transportation operations, preferably with oversight of contracted service providers. Must be well versed in business processes, contract administration and information systems; knowledge of related business workflow, process management, and the principles of business/public administration is required. The ability to solve practical problems and deal with a variety of instructions furnished in written, oral, diagram or schedule form is needed. The ability to clearly communicate information and respond to questions from governmental agencies, political community groups, customers and the general public is required.
Knowledge :
Knowledge and understanding of transit operations, policies, procedures and regulatory requirements and contract provisions is preferred. Knowledge of FTA/DOT drug and alcohol program requirements and experience managing compliance programs. Advanced proficiency in Microsoft Excel, including creating complex formulas, pivot tables, and VLOOKUP functions for data analysis and reporting. Exceptional communication and negotiation skills for managing vendor relationships and resolving operational challenges. Strong analytical mindset with the ability to turn data into actionable operational improvements. Ability to work under pressure, manage multiple priorities, and make sound decisions in fast-moving situations.
Physical Requirements :
Must be physically capable of working in an office environment and sitting at a desk in front of a computer over the course of a 7.5 hour work day. Must possess high energy and be physically capable of typing, using a telephone, calculator and taking written notes as needed. Must hold a valid driver's license and be able to operate a motor vehicle as required to attend meetings as needed. Lifting of light boxes may be required in addition to filing.
Interpersonal Skills :
Must be able to remain calm in stressful situations and must be able to adapt to changes within the operation, service or environment. The Administrative Assistant must possess the ability to handle themselves in a professional manner. Must have excellent communication skills for positive interactions with other company personnel, public agency personnel, and the general public. Must be capable of making contacts in an effective and timely manner for the purposes of providing and exchanging information. Must also be able to resolve problems and respond to inquiries, suggestions and complaints from the public.
Work Environment :
The work environment is primarily indoors with occasional exposure to the outdoor weather when attendance at meetings is required. This position may require that you are alone occasionally in the office.
Supervision :
This position is directly supervised by the Administrator.
