Capture Manager Posted on May 21, 2025 May 21, 2025 by JMJ Phillip We are seeking a highly strategic and results-driven Capture Manager to lead and manage the end-to-end business development and proposal capture process for federal, state, and commercial opportunities. The ideal candidate will have a proven track record of developing winning strategies, building strong customer relationships, and collaborating with internal teams to deliver compelling proposals. This is a critical leadership role for someone who thrives in a fast-paced, competitive environment and is passionate about driving business growth. Position Responsibilities Capture Strategy Development Develop and execute capture plans for new and re-compete opportunities Conduct thorough competitive assessments and customer analysis Define win themes and differentiators in alignment with customer needs Opportunity Management Lead all phases of the capture lifecycle from opportunity identification through proposal submission Coordinate and align internal resources including proposal teams, pricing, technical, and operations Oversee gate reviews, capture timelines, and pursuit milestones Customer & Partner Engagement Build and maintain strong relationships with government clients and industry partners Participate in client meetings, industry days, and pre-RFP engagements Identify and negotiate teaming arrangements and subcontractor roles Proposal Development Support Collaborate with proposal managers and writers to ensure compliant and compelling submissions Drive the integration of technical, management, and pricing strategies into proposals Support color team reviews and ensure alignment of proposal content with capture strategy Prerequisites 5+ years of experience in capture management or federal business development Demonstrated success in leading large-scale government proposal captures Strong knowledge of federal acquisition regulations (FAR), government procurement processes, and proposal life cycles Excellent communication, leadership, and negotiation skills Bachelor's degree in Business, Marketing, or a related field preferred Certifications (Preferred, but not Required) Shipley Capture Management Certification APMP Certification (Association of Proposal Management Professionals) PMP (Project Management Professional) What the Role Offers Competitive salary range: $120,000 to $150,000, based on experience Performance-based bonuses and incentive opportunities Leadership role with visibility and strategic impact Collaborative, mission-driven work culture Career growth in a fast-evolving, opportunity-rich environment Comprehensive benefits including health, dental, vision, 401(k), and paid time off Why Baltimore?
