•Position Overview Waseyabek Federal Group is seeking an experienced Program Manager (PM) to serve as a designated leader on a U.S. Army Corps of Engineers (USACE) Huntsville Engineering and Support Center (HNC) effort for Real Property Support Services. This contract supports DoD customers across CONUS and select OCONUS locations, spanning all military services and agencies. The PM will carry full authority to act on behalf of the Contractor for all contract matters and will be the primary interface with the Contracting Officer (KO) and Contracting Officer's Representatives (CORs) at both the contract and task order levels. This is a performance-based contract environment — the ideal candidate brings a strong foundation in DoD real property programs, task order management, and contractor compliance, paired with the leadership presence to build and sustain a high-performing multi-disciplinary team. Key Responsibilities Program Leadership & Contract Administration Serve as the primary point of contact for all contract matters; maintain availability 8:00 AM - 4:00 PM CST, Monday through Friday (excluding Federal holidays) Exercise full authority to direct daily operations, resolve issues, and make binding commitments on behalf of the Contractor Set program goals, define milestones, develop risk management strategies, and oversee execution across all active task orders Designate and maintain a qualified alternate point of contact capable of acting in the PM's absence Recognize areas for internal improvement and develop and implement corrective action plans Task Order & Performance Management Support proposal development for individual task orders, including technical approach narratives and project management plans Manage task order scope, schedule, cost, and quality to ensure performance meets or exceeds contract standards (Quality, Timeliness, Safety, Conformance, Management) Ensure all deliverables — including Monthly Status Reports (MSRs) — are submitted to the KO and COR by the 5th calendar day of each month Monitor performance against the Quality Assurance Surveillance Plan (QASP) and ensure defect rates remain within or below acceptable thresholds Personnel & Subcontractor Management Recruit, onboard, and manage all contract personnel, including subcontractor staff, ensuring qualifications meet or exceed stated requirements Maintain IAT Level I certifications (or equivalent) across the workforce for the life of the contract Process key personnel changes within required notification windows (10 workdays written notice; 30-workday replacement timeline) Submit personnel listings and updates to the COR and installation Security Offices within required timeframes Ensure all personnel complete required training within mandated timelines: AT Level I (30 days), TARP (90 days), OPSEC Level I (30 days), DoD IA Awareness (prior to network access) Compliance & Security Oversight Ensure contractor and subcontractor personnel comply with all installation access, CAC, NACI, E-Verify, and physical security requirements Oversee contractor identification requirements — badges, markings, and disclosure practices — to maintain proper separation from government employees Maintain and submit a Quality Control Plan (QCP) to the KO within 30 days of contract award; manage ongoing updates Submit accident/exposure hour reports, mishap notifications, and Accident Prevention Plans (APP/SVAPP) perEM 385-1-1

Contracting Officers and installation CORs across multiple task order locations Ensure all correspondence and deliverables are appropriately marked as Contractor products Coordinate workforce transition activities during contract closeout; support successor contractor orientation during the final 30-day period if applicable Maintain awareness of and compliance with all OCI (Organizational Conflict of Interest) obligations; report and mitigate conflicts promptly Required Qualifications Bachelor's degree in Business Administration, Program/Project Management, Engineering, or a related field Minimum 7 years of experience managing federal government service contracts, with at least 3 years in a prime contractor Program Manager role Demonstrated experience managing multi-disciplinary, geographically dispersed teams in a task order/IDIQ contract environment Working knowledge of DoD real property programs, installation operations, or facilities management (GFEBS, ePRISMs, ISR-I, or similar systems familiarity a strong plus) Familiarity with FAR, DFARS, and government contract administration requirements Experience developing and maintaining Quality Control Plans, Monthly Status Reports, and other contract compliance documentation Strong written and oral communication skills; ability to communicate clearly and effectively in English across all levels of government and contractor personnel Proficiency in Microsoft Office Suite (Word, Excel, Outlook, Teams) NACI clearance eligibility required Ability to obtain a CAC required Preferred Qualifications Experience supporting USACE or other Army installation commands (HNC, USACE Districts, DPW offices) Familiarity with DoD Real Property Systems of Record (GFEBS, ePRISMs, RPLANS, PRIDE, INFADS, BUILDER, GIS) PMP (Project Management Professional) certification or equivalent Experience managing contracts with CMMC compliance requirements Prior experience managing OCONUS task orders or teams operating across multiple time zones Background in environmental compliance, master planning, or engineering support contracting Experience with Army/DoD audit readiness, GAAS, and real property financial compliance programs Familiarity withEM 385-1-1
