  • Seeking a Subcontract Administrator responsible for administration of high risk/high complexity subcontracts from start to finish.
Monitors subcontractor performance for conformance to the subcontract. Work independently, as well as serve as subject matter expert for sub contractual matters within a cross-functional program team for the sourcing of complex material, software, and/or services through following established and approved procurement policies and procedures. May provide work leadership for lower-level employees. Leads and conducts the preparation/negotiation of highly complex subcontracts and is a performance example to junior/midlevel subcontract administrators. Prepares solicitation documents for highly complex and/or high-risk acquisitions to include statements of work, terms and conditions (including flow-down terms and conditions), bid or performance evaluation factors, and other measures incorporated into the requests for proposal as may be appropriate for the procurement. Serves as the focal point when bids are received, reviews both the technical and cost proposals with program teams and resolves/addresses any identified supplier exceptions through engagement and coordination with supporting program functions. Consults with company staff representing the Legal, Technical, Financial, and Managerial interests of the subcontract award and technical performance. Drive Zero Defect initiatives with subcontractors. Ensures the receipt, accuracy and timeliness of subcontractor submitted documents relating to subcontract deliverables, including invoices and resolving invoice issues if they arise, as well as monitoring performance relative to timeliness, cost considerations, and technical objectives. Reviews documentation for subcontracts to ensure compliance with industry and government contract requirements and internal BAE Systems policies and procedures. Prepares Cost Analysis and/or Price Analysis, negotiation memos, written reports, letters, and memoranda required for internal and external distribution. Maintains CPSR compliant subcontract files. Prepares and presents briefings to Programs and Management on subcontracting matters. Leads and coordinates subcontracting activities with various internal and external sources. Able to assess, prioritize, drive issues to closure and be assertive when required.
  • Required Education, Experience, & Skills
  • + Bachelor's Degree in related discipline and 4 years or more of directly related work experience preferably in a government contracting environment.
+ Demonstrated working experience generating, negotiating and successfully managing major subcontracts and complex procurements. + Motivated professional focused on achieving program, product line, and functional goals and objectives. + Strong experience collaborating with cross-functional teammates (i.e. Contracts, Engineering, Quality, Program Managers, Finance, Compliance, etc.) and key internal/external stakeholders. + Ability to effectively communicate with senior management regarding subcontract performance (i.e. cost, schedule, risks & opportunities, etc.) as well as performance to key financial objectives + Ability to develop successful negotiation strategies and effectively lead complex negotiations to achieve favorable outcomes and balanced agreements. + Demonstrated knowledge of acquisition policies / procedures, and demonstrated experience with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Public Laws applicable to U.S. Government Procurements. + Knowledge of the International Traffic in Arms Regulation (ITAR) and Export Administration Regulation (EAR) and how they relate to major subcontracts and complex procurements. + Ability to support critical internal/external audits (i.e. Contractor Purchasing System Review, AS9100, etc.) + Significant experience developing, defining, and ensuring compliance with key requirements (statements of work, drawings/specifications, contractual terms & conditions, prime contract flowdowns, etc.) + Strong experience leading and/or supporting the development and submittal of compliant supplier proposals, preferably in a defense and aerospace environment. + Proactively identify risk and develop appropriate mitigation plans; Development of root cause and corrective actions plans + Excellent verbal and written communication skills. + Excellent time management and organization skills. + U.S Citizenship and abilityto obtain and maintain a Secret clearance + Ability to travel up to approximately 10% of the time, with occasional spikes based on business need.

  • + Well versed with Oracle ERP system. + Cost Analysis experience (COPD, CID, Competitive) + Earned Value Management and Lifecycle Management experience + Professional Supply Chain Certification (i.e. CFCM, CPM, CPSM, PMP, etc.) + Terms and Conditions + Graduate degree in a related field
  • Pay Information
Full-Time Salary Range:
$82779 - $140723 Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
