It's first undertaking, the creation of Palisades Interstate Park in New Jersey, was dedicated in 1909. PIPC additionally constructed the Palisades Interstate Parkway from 1947-1958. Today, PIPC's New Jersey Section comprises over 2,500 acres of Hudson River shoreline, uplands, and cliffs. PIPC's management responsibilities include both the park and New Jersey's 11.8-mile share of the Parkway.
Job Overview:
Under direction of senior management at the Palisades Interstate Park Commission, the Construction Management Specialist 2 supervises the design, project control, cost estimation, contract administration, quality assurance, and scheduling and control activities involved in capital construction, public works projects, or programs administered by the Commission within its New Jersey section.
Examples of Work:
Supervises and oversees design and construction process to ensure projects are completed in accord with project schedules, budget, and using agency requirements. Develops project scopes and oversees the preparation of bid documents. Oversees the procurement of contractors and consultant services for funded capital projects, including the preparation. Administers and monitors contracts to ensure that work or services are in conformance with contract documents. Coordinates activities with contracted consultants and constructors to expedite processes relevant to project requirements and schedules. Reviews and recommends requests, claims, performance notices, and/or other actions which require written approval. Recommends issuance of determinations, performance notices, and approved changes. Attends meetings regarding projects and capital improvement programs May assist in conducting a self-inspection program to ensure compliance with statutes, administrative code, department regulations, and division policies and procedures. Prepares documentation for use in contract claims and litigation concerning contract interpretation and compliance. Compiles and prepares analytical data and narrative appraisal of the unit's operations and level of performance. Prepares and directs preparation of reports and studies containing findings and recommendations. Prepares budget requests for personnel, supplies, and materials. Inspects ongoing construction projects to determine quality assurance and conformance with approved plans and the State Uniform Construction Code. Identifies potential delays and takes appropriate actions to eliminate or minimize their case and/or impact on the project and the state. Drafts correspondence. Supervises the maintenance of records and files.
Knowledge and Abilities:
Knowledge of design and construction management concepts and practices. Knowledge of standards and methods used in cost and price analyses. Knowledge of planning principles, practices, and procedures, organization theory, and administrative practices relevant to the state construction programs after a period of training. Knowledge of or ability to learn relevant New Jersey regulations concerning design, and construction. Knowledge of or the ability to learn the state's procurement statutes, agency policies and procedures relevant to procurement, contract types, solicitations, publicizing contract actions, selection of consultants/contractors, evaluations, and awards. Ability to apply planning principles, practices, and procedures, organizational theory, and administrative practices relevant to state construction programs. Ability to supervise the preparation of contracts, amendments, and change orders. Ability to prepare administrative and procedural reports containing clear, accurate findings and sound recommendations. Ability to work effectively with associates, representatives of state agencies, and others concerned with the administration of public works projects. Ability to prepare and supervise preparation of accurate, informative reports containing findings, conclusions, and recommendations. Ability to supervise the establishment and maintenance of records and files. Ability to use established construction terminology in both oral and written communication. Ability to learn to utilize various types of electronic and/or manual recording information systems used by the agency, office, or related units. Ability to read, write, speak, and understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication. Requirements:
Eight (8) years of professional experience in the field of architecture, engineering, project management, construction contract management, financial contract management, facilities management, construction quality assurance, or related area involving complex building projects, one (1) year of which shall have been in a supervisory capacity OR Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity OR Possession of a master's degree in a specialty area related to construction; and three (3) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity
NOTE:
Possession of a valid Architect's License issued by the Board of Architects and Certified Landscape Architects may be substituted for two (2) years of the above-mentioned non-supervisory professional experience. Possession of a valid Professional Engineer's License issued by the State Board of Professional Engineer's and Land Surveyors may be substituted for two (2) years of the above-mentioned non-supervisory professional experience. Possession of a valid New Jersey Uniform Construction Code license issued by the NJ Department of Community Affairs may be substituted for one (1) year of the above-mentioned non-supervisory professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive;requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, andpractices; and is performed with the authority to act according to one's own judgment and make accurate andinformed decisions.
