Optum is hiring a Capture Manager to lead strategy and execution for State Government procurement opportunities. In this role, you will own the capture process from early opportunity identification through proposal submission and award, partnering closely with business development, proposal teams, subject matter experts, and executive leadership to drive winning outcomes. S. as you take on some tough challenges. For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.

Primary Responsibilities:

Lead capture efforts for new business and complex State Government contracts Develop and execute capture plans, win themes, competitive positioning, and teaming strategies Engage customers and stakeholders to improve solution alignment and win probability Drive pipeline reviews, positioning, and go/no go decisions Lead capture activities during proposal development, including reviews and coordination Manage multiple concurrent capture opportunities and ensure high quality submissions You'll be rewarded and recognized for your performance in an environment that will challenge you and give you clear direction on what it takes to succeed in your role as well as provide development for other roles you may be interested in.

Required Qualifications:

5+ years of experience as a Capture Manager supporting State Government procurements Experience working with cross functional teams in large, matrixed organizations Knowledge of Medicaid and other Health and Human Services (HHS) programs Solid understanding of State contracting processes, vehicles, and sourcing tools (e.g., GovWin) Proficiency with Microsoft 365 and AI enabled productivity tools Demonstrated success winning State Government contracts Proven solid proposal strategy and writing expertise Proven ability to manage competing priorities and deadlines Proven excellent communication, collaboration, and stakeholder management skills

Preferred Qualifications:
