ALAMEDA COUNTY HEALTH
Alameda County Health (AC Health) is the local government agency that promotes and protects the health and well-being of all who live, work, learn, and play in Alameda County. We coordinate services and cultivate partnerships with community organizations and providers to help ensure access, organize, and deliver health care and services to people with Medi-Cal and without insurance, support resilient communities, and improve health for all. We focus on health equity by developing programs and systemic solutions that reduce disparities for the people and communities we serve. AC Health's departments and programs focus on services and support that provide care for the whole person. The Behavioral Health Department provides mental health and substance use services for people with Medi-Cal and without insurance and supports people along their path to wellness, recovery, and resilience. The Environmental Health Department works to keep our air, water, and food safe; it regulates, protects, and promotes the health of everyone in Alameda County by enforcing environmental health codes to reduce exposure to toxins and diseases. The Public Health Department focuses on community and population-level Health, preventing and addressing root causes of health inequity across a range of communicable and chronic diseases. AC Health also provides services through Housing and Homelessness Services, Emergency Medical Services Agency, HealthPAC, and Healthy Schools and Communities.
THE POSITION
Under general direction, to analyze department business system needs, and produce, maintain and update software systems to meet those needs. Epic Implementation Analysts are responsible for gathering requirements, defining problems and recommending solutions, writing program and database design specifications, modifying existing systems and providing production support for users and their systems. Analysts may also prepare instructional material for department staff, act as project manager on projects; and performs related duties as required.
THE IDEAL CANDIDATES
This position performs and/or participates in a variety of moderate to complex research, studies, data analysis, metrics reporting, facilitation and training and assessment related to department performance and strategic planning; design, develop, appraise, and conduct orientation for existing and prospective new programs and service offerings (internal and contracted) and execute various other administrative assignments of varying complexity as assigned.
ESSENTIAL DUTIES
The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Everyone in the classification does not necessarily perform all duties listed. 1. Performs business systems analysis appropriate to the department's specific needs. 2. Consults with department representatives to discuss and define business application programming solutions. Defines the scope of system problems and the goals and needs of automated systems; determines methodology to solve application problems. 3. Prepares feasibility studies to improve a departments' functions and/or procedures; identifies potential solutions and reports on the advisability of each, including feasibility, equipment requirements, personnel requirements, cost/ benefit effectiveness, time requirements, and makes a recommendation on which solution should be used. 4. Designs logical structure of application programs and develops program specifications. 5. Develops programs and applications for mini, networked and non-networked personal computer using microcomputer, database, or a web Internet languages. 6. Analyzes and redesigns existing systems (including redesigning data flow, file structure, program processes and report layouts) to address changes in systems requirements and equipment configurations. 7. Monitors and maintains production systems to assure success.
MINIMUM QUALIFICATIONS
Education:
The equivalent to graduation from an accredited four-year college or university (120 semester units or 180 quarter units) with a major in MIS, Computer Science, Computer Engineering or equivalent.
AND Experience:
The equivalent of two years of full-time experience in planning, developing and administering Epic systems and other related clinical/ healthcare systems and applications.
AND Certification:
Current, active certification in one of the following Epic modules: Willow Inpatient Pharmacy EpicCare Ambulatory EHR incl. Behavioral Health Patient Experience/ MyChart Cadence/ Prelude Registration Grand Central
