Job Summary:
The Proposal Manager is responsible for planning, coordinating, and managing the development of compliant, high-quality proposals supporting federal, state, and commercial business opportunities. This position manages assigned proposal efforts and supports larger, complex pursuits under the direction of Proposal Center leadership while ensuring adherence to schedules, customer requirements, and internal quality standards. Primary responsibilities include but are not limited to the following: Proposal Management- Manage assigned proposal efforts from solicitation receipt through final submission.
- Develop proposal schedules, compliance matrices, annotated outlines, and writing assignments.
- Coordinate proposal kickoff meetings and daily status meetings.
- Monitor proposal progress and identify schedule risks.
- Ensure proposal milestones are achieved. Proposal Development
- Work with Capture Managers and technical leadership to translate capture and solution strategies into effective proposal strategies and content.
- Coordinate development of technical, management, staffing, transition, and past performance volumes.
- Support incorporation of approved win themes, discriminators, and solution strategies into proposal content.
- Serve as volume lead and proposal contributor as required. Compliance & Quality
- Ensure assigned proposal sections address solicitation instructions, evaluation criteria, and applicable PWS/SOW requirements.
- Review proposal content for compliance, responsiveness, clarity, consistency, and adherence to M1 proposal writing and style standards.
- Provide actionable feedback and edits to Proposal Writers and content contributors.
- Coordinate Pink, Red, Gold, White, and other proposal reviews.
- Resolve proposal compliance issues and track incorporation of required revisions.
- Conduct final quality reviews prior to submission. Page 2 of 3 Leadership & Collaboration
- Lead assigned cross-functional proposal teams and support senior Proposal Managers on large, complex pursuits.
- Coordinate with Operations, Pricing, Contracts, Finance, HR, and Technical SMEs.
- Coordinate Proposal Writers, subject matter experts, and proposal support personnel to meet content and schedule requirements. Continuous Improvement
- Support maintenance of proposal templates and content libraries.
- Participate in proposal lessons learned.

Qualifications and Experience:
Education- Bachelor's degree in Business, Communications, English, Technical Writing, Journalism, Marketing, or related field. Equivalent experience may be considered. Experience
- 3-5 years of proposal development experience; a minimum of 2 years' proposal management required.
- Experience supporting proposal development activities such as compliance, scheduling, writing/editing, reviews, or production.
- Experience supporting Federal government proposals, including DoD procurements, preferred.
- Demonstrated ability to manage multiple priorities and meet deadline-driven proposal schedules. Knowledge / Skills
- Working knowledge of Federal acquisition processes and FAR-based procurements.
- Excellent leadership, organization, and communication skills.
- Strong proposal planning and scheduling abilities.
- Advanced Microsoft Office proficiency.
- Familiarity with Shipley or similar proposal development methodologies preferred.
- APMP certification a plus.
Working Conditions:
- Hybrid work schedule with regular in-office presence required.
- Must maintain a secure, professional workspace with reliable high-speed internet connectivity when working remotely.
- Flexibility to work extended or irregular hours, including evenings and weekends, as required to support proposal schedules and submission deadlines.
- Occasional travel may be required to support proposal development activities, customer meetings, strategy sessions, or business development initiatives.
- Frequent use of a computer and standard office equipment; prolonged periods of sitting may be required.
