This is a 100% on-site, in-office position.
Position Description:
The selectee will perform as the Decision Technologies Contracts Management Analyst for a US Navy Weapons Engineering and Program Acquisition Support contract.MUST HAVE AN ACTIVE DOD SECRET CLEARANCE
Responsibilities and Duties:
Lead program acquisition support operations and supervise multidisciplinary contractor staff supporting program management, engineering, and acquisition tasks for Navy weapon systems program offices . Develop, update, and manage statutory and programmatic acquisition documentation in accordance with DoD 5000 series requirements , including Acquisition Plans (AP), Acquisition Strategies (AS), and Acquisition Program Baselines (APB). Formulate, review, and process comprehensive Procurement Request (PR) packages , including Statements of Work (SOW), Contract Data Requirements Lists (CDRL), Contract Line Item Numbers (CLIN), DD-254s, and applicableFAR/DFARS
contractual sections. Manage acquisition, contract management, and co-production requirements for multinational programs, such as NATO Cooperative Projects and international partner agreements . Prepare and deliver executive-level briefings , milestone decision packages, and production presentations for Flag-level leadership, Milestone Decision Reviews, and International Steering Committees. Track procurement milestones and facilitate regular acquisition status reviews across program leadership , contracting commands (e.g., NAVSEA/SEA02), and domestic and foreign industry partners. Conduct comparative regulatory analyses between U.S. and foreign procurement frameworks to recommend specialized contract provisions and support sole-source or competitive contract negotiations. Coordinate cross-functional project activities spanning technical design, Integrated Logistics Support (ILS), schedule milestones, and financial planning to align contract actions with program baseline goals .Required Qualifications and Skills:
30 years' experience with government acquisition Bachelor's Degree in Business, Policy, Finance, Technical, or related disciplineMandatory :

Master's Degree in Business, Policy, Finance, Technical, or related discipline Direct experience as a contracts or program analyst with NAVSEA or PEO IWS program offices.DoD Acquisition Lifecycle & Documentation:
Expert-level mastery of the DoD 5000 series framework, milestone decision processes (Milestone B/C/FRP), and the drafting of APs, ASs, and APBs for major defense systems.Defense Contracting & FAR/DFARS Compliance:
Deep practical experience authoring procurement packages (SOW, CDRL, CLIN, DD-254) and navigatingFAR/DFARS
regulations, contract modifications, and standard procurement systems (e.g., SPS/PD2).Multinational Cooperative & Co-Production Experience:
Proven expertise managing acquisition and contract processes within NATO Cooperative Projects, international co-production environments (e.g., U.S./partner nation efforts), or Foreign Military Sales (FMS).Executive Communication & Cross-Functional Leadership:
Demonstrated ability to lead multidisciplinary teams, align technical/financial/logistical stakeholders, and prepare Flag-level, executive steering committee, and Navy leadership presentations.Travel Requirements:
