May perform actions to include supply and service requirements, such as complex informion technology; finance, insurance and communicion requirements; professional training and analytical services; supply purchases; and revenue-genering contracts. May be directed to perform supervisory duties on a short-term, nonrecurring basis. Complies with the DoW Joint Ethics Regulions including annual ethics training and submission of confidential disclosure forms; ensures the integrity of procurement program; provides advice to Deputies, Chiefs, Directors, and other organizional activities as needed; ensures th proper coordinion occurs with various activities, legal counsel, auditors, and other activities with relionship to the procurement and contracting process. Independently interprets and applies Department of War (DoW), Department of Navy (DoN), and USMC (NAF) procurement policies, directives, and regulions. Exercises sound judgment, initiive, and resourcefulness to identify aspects of regulions and laws for applicion, to design new provisions or innovive financial arrangements to develop justificions th include modificions th may devie from usual practice. Responsible for ensuring procurement actions are accomplished in accordance with all applicable regulions and stutes. Assists in providing executive level operional control and oversight of NAF procurement and contracting processes in support of MR and MCCS. Assists in directing the full range of purchasing and contract administrion and direction, including, but not limited to, the issuance of solicitions, awarding of contracts, contract modificions, negotiion of changes, exercise of options for contracts, investigion and resolution of contract delays, contractor performance appraisals, subcontractor surveillance, disposition of claims, and other contractual reled mters. Serves as subject mter expert on MCCS procurement policy and provides guidance and training. Recommends improvements in contracting procedures and develops corrective action plans to ensure support of MCCS opering programs. Provides procurement da for management reports and stregic planning. Serves as a principal advisor to management and may represent MCCS as the contractual authority conferences and meetings. Ghers and determines metrics reling to the procurement function. Oversees actions and phases of the procurement process for all contractual obligions of MR and MCCS. This includes a wide range of contract specializions in developing solicitions, procuring commodities and contracting services, overseeing contract negotiions, conducting cost and price analysis, and providing overall contract administrion. Directs the pre-solicition process and reviews solicition documention to ensure conformity with established policies and procedures. Monitors pre-solicition stregy and procedures, develops new pre-solicition stregy and ensures compliance by junior personnel. With proper coordinion and communicion with Legal Counsel, approves/disapproves a variety of contract terms and conditions. Reviews and analyzes settlement proposals, audit reports, technical evaluions and subcontractor claims processed by contract specialists. Develops stregy, procedure, and direction for proposal evaluions, and ensures compliance with procurement regulions. Develops, directs, and monitors evaluion of proposal criteria and procedures used for proposal evaluion. Settles pre-award and post award disputes and claims and ensures decisions conform to existing federal and local dispute guidelines. Approves pre-award, award and post award documention and ensures the integrity and substance of determinions and findings. Awards or recommends for award, contracts initied within MR and MCCS. Advises contractors on appeal rights and procedures. Assists in planning, developing, establishing and directing the contractual stregy for the purchasing and contracting programs for MR and MCCS. Assists in developing standard opering procedures, letters of instruction, customer service guides and other procurement guidance as required. Assists in Procurement Management Reviews (PMR) and internal audits. Assists in developing and implementing policies and procedures for monitoring contractor compliance. Approves corrective action of delinquent vendors to include the assessment of liquided damages. Travel is required to tend meetings, conferences, site s, and other field-reled activities. Trips may include overnight or extended stays, depending on mission requirements. This is a white-collar position where occasional lifting up to 20 pounds may be required. QualificionsA BACHELOR
¿S DEGREE from an accredited college or university in contracting, acquisition planning, finance, audit, business, purchasing, economics, or a reled field approprie to the work of the position AND SIX (6) YEARS of experience in the occupion, or a reled field or work area. OR an approprie combinion of educion and experience th demonstres possession of knowledge and skill equivalent to th gained in the above, OR approprie experience th demonstres th the applicant has acquired the knowledge, skills and abilities equivalent to th gained in the above. Warranted contracting officer for ste or federal government for a minimum of two (2) years required; federal contracting officer warrant for construction preferred. Knowledge of federal and/or local contract laws, regulions and procedures applicable to acquisition and contract administrion. Expert knowledge of procurement objectives, stregies, goals, and technical terminology. Ability to recognize and analyze procurement problems, conduct research, summarize results, and make approprie recommendions. Written communicion skills sufficient to develop policies and procedures, and to explain basis for recommendions and changes. Verbal communicion skills sufficient to discuss program issues with headquarters and installion level MCCS Directors, Division management staff and senior-level personnel. Ability to provide leadership, mentor, lead, guide and train junior staff; and work effectively with others in a reguled environment. Computer skills sufficient to perform tasks.
