Job Requirements Stafford, VA Top Secret/SCI Polygraph Unspecified Career Level not specified Salary not specified Join Premium to unlock estimated salaries Job Description Duties You will serve as an expert advisor to management by analyzing and evaluating major contractual and procurement matters for substantial mission-oriented programs and providing sound recommendations effectively. You will establish work schedules with management to ensure necessary planning, coordination, approvals, negotiations, and other contractual requirements are completed accurately, efficiently, and on time. You will review completed procurement work for compliance with applicable statutes, regulations, contracting methods, policies, procedures, contract types, and other legal and regulatory requirements. You will apply advanced knowledge of procurement principles and contracting techniques to support long-term pre-award and post-award actions, including complex requirements that affect program decisions. You will develop and present recommendations to managers on complex, long-range, or interrelated procurement issues that may significantly affect the content, interpretation, or development of programs. You will use a thorough understanding of business strategies, policies, systems, goals, procedures, and technical requirements to resolve procurement challenges and support successful program execution. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes. Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NH-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Knowledge of assigned contracting and procurement specializations and applicable contracts including commercial and noncommercial contracts executed under the Federal Acquisition Regulation and Other Transaction Authority procedures;
- Planning, coordinating, negotiating, and assuring completion of approvals for long term pre-award and/or post-award procurement actions are completed within a timely manner; and
- Evaluating cost and pricing strategies.
