Non-exempt The Dispatcher serves as an employee of Wabash County Government and answers to the E911 Executive Director, E911 Director of Operations, and 2nd Shift Supervisor. Dispatchers are in a position as a public safety professional with the primary assignment of performing work in the protection of life, property, and environment through emergency communications and dispatch services.
DUTIES:
The duties are intended to be descriptive and not restrictive and are not limited to the following. Answers incoming emergency telephone lines and acquires pertinent information for dispatching emergency responders. Receives and transmits calls for support services, including, but not limited to Law Enforcement, EMS, Fire Departments, Highway Department, Public Works, Health Department, Utilities Department, Animal Control, and wrecker companies. Prioritizes situations and makes decisions based on the information received. Dispatches appropriate Law Enforcement, Fire and EMS agencies as needed. Provides Emergency Medical Dispatch (EMD) to callers as needed prior to the arrival of emergency personnel. Pages Probation Department personnel, Fire Department, Department of Family and Children and others as required. Tests Volunteer Fire Department paging equipment daily. Per schedule. Manages radio communications and utilizes technology such as computers, Computer Aided Dispatch System (CAD), radio systems, 911, and administrative telephone systems. Tracks and maintains the status of all police units, emergency response agencies, and command personnel; assists emergency personnel in locating addresses; conveys information to and from emergency personnel. Operates and maintains IDACS and NCIC Triple III files as required. Monitors State and Local radio frequencies to intercept and relay information regarding crimes, disasters, emergency situations and activates tornado warning sirens and weather sirens when required. Conducts monthly severe weather & tornado warning test on the 3rd Wednesday of the month. Quite test on all other Wednesday. (During December-February test are not needed. If temperatures are below freezing do not test) Regularly communicates with field units, assessing the unit's safety and need for backup, dispatches backup units and other personnel as necessary. Receives and transmits computer messages pertaining to, but not limited to criminal histories, driver's licenses, vehicle registrations, gun permits, runaways, missing persons, and stolen property. Records and logs calls, activities, and information manually or via computer; maintains logs or radio messages received and transmitted; prepares related documentation and records. Work shifts including nights, weekends, and holidays to meet the operational needs of the Department. Perform routine computer and data system maintenance, including printing of emergency incident reports and printing any significant CAD events as requested. Inspects, cleans, and maintains the Dispatch Center and equipment. Participates in training drills and attends training classes. Attends meetings and training seminars as required. Regular and punctual attendance is required for this position. Assists other employees or agencies as needed. Performs other related duties as required. Activates Volunteer Fire Department tone paging system for emergency, fire and medical runs.
PERSONAL WORK RELATIONSHIPS
The Dispatchers frequently contact various individuals, including Department and other County and City personnel, other Law Enforcement and public safety agencies, and personnel and resolve problems. The Dispatchers periodically engage in non-routine contact with callers requesting emergency assistance in situations that may jeopardize public safety. Communicates effectively and coherently over the radio channels while initiating and responding to radio communications. Shall strive to excel in interpersonal relations, problem-solving, management, and public relations and embrace innovation. Dispatchers report directly to the E911 Director of Operations.
POSITION QUALIFICATIONS
: Must be 18 years of age. Have a high school diploma or GED. Must possess a valid driver's license. Must pass a criminal history background check. Must complete pre-employment hearing evaluation. Ability to meet all department hiring and retention requirements, including passage of a drug test and participate in random drug testing that are performed annually. Effective January 1, 2024, Dispatchers must complete minimum training standards within one year of the hire date. As required under
IC 36-8-16.8-8
(a)(2) Maintain required training recertifications.
SKILLS/ABILITIES/KNOWLEDGE
Ability to work effectively in an office environment. Ability to acquire/maintain required training certifications (IC-36-8-16.8-8(a)(2)., including IDACS/NCIC, computer systems, and CPR training courses. Ability to provide EMD to callers as needed prior to the arrival of emergency personnel. Knowledge of standard English grammar, spelling, and punctuation. Ability to process multiple tasks to receive and communicate information to and from several sources, ensuring calls for service are dispatched and monitored in a timely manner. Ability to effectively listen, comprehend and communicate with the public, other officials, and agencies during emergencies, including being sensitive to professional ethics, gender, cultural diversities, and disabilities. Ability to work under stressful conditions, prioritize situations and make decisions based on the information received. Ability to type with speed and accuracy and effectively use all equipment and systems, including radio console, IDACS computer, Computer Aided Dispatch System (CAD), fax machine, Enhanced 911 system, TDD system for the hearing impaired, Language Line, and TEXT to 911 System. Ability to maintain confidentiality of Department information and reports as required. Ability to perform proper radio and telephone communications pursuant to established procedures. Regularly communicates with field units, assessing the unit's safety and need for backup, and dispatches backup units and other emergency personnel. Working knowledge of area Law Enforcement, EMS, EMA, Department of Natural Resources, and Indiana State Police to effectively perform the essential duties without posing a threat to the health and safety of self and others. Thorough knowledge of and ability to follow the Department's customary practices, procedures, rules, and regulations as the Wabash County Central Dispatch Center personnel policies and budgetary/fiscal procedures and practices. Knowledge of geography, reading maps, operational policies and procedures and jurisdictional authority. Ability to use and interpret signals, codes, Law Enforcement, Fire, and EMS terminology and language. Ability to calmly deal with upset, injured, and frantic individuals. Ability to read and follow oral and written instructions. Ability to work independently and as part of a team. Must be open to learning and willing to accept constructive criticism. Personal conduct and behavior on and off duty must be such that it does not bring shame or unnecessarily endanger the public trust or confidence in the Department or its members.
PHYSICAL DEMANDS
Performs most of the duties in a Dispatch Center, including sitting for extended periods and walking as needed. Lifting objects weighing less than twenty-five (25) pounds. Vision abilities include close vision and the ability to adjust focus. Ability to hear communications and relay appropriately. Ability to use hands and fingers to handle, feel, or operate tools and controls. Ability to process stressful situations with a high to moderate noise level during emergencies.
