GENERAL SUMMARY

The Dispatcher supports the safe, efficient, and uninterrupted daily operation of the Jasper County School District Transportation Department. The position provides dispatch coverage during primary morning and afternoon transportation periods; coordinates drivers, bus monitors, buses, routes, and transportation assignments; maintains effective radio and telephone communication; assists with routing and transportation records; and responds to operational issues as they arise. The Dispatcher works under the direct supervision of the Administrator of Transportation and may be required to operate a school bus to provide route, trip, emergency, or other transportation coverage. ?

ESSENTIAL DUTIES AND RESPONSIBILITIES

Provide dispatch coverage during assigned morning and afternoon transportation operational periods.

  • Monitor and respond to transportation radio communications and telephone calls in a professional, timely, and accurate manner.
  • Communicate with school bus drivers, bus monitors, school administrators, transportation staff, and other appropriate district personnel regarding route status, delays, breakdowns, student transportation concerns, and other operational matters.
  • Receive driver and monitor call-outs and assist with identifying and coordinating substitute or alternate coverage as directed.
  • Assist with daily bus assignments and adjustments necessary to maintain timely and uninterrupted pupil transportation services.
  • Monitor route operations and assist drivers with route questions, directions, schedule changes, and other transportation-related concerns.
  • Assist with the coordination of bus pickup and delivery schedules.
  • Track buses that are out of service for maintenance and communicate vehicle availability or changes as appropriate.
  • Assist with the preparation and distribution of route packets, maps, schedules, and activity-trip documentation.
  • Assist with field trips, activity trips, midday routes, special transportation assignments, and other scheduled transportation needs.
  • Assist with Traversa routing documentation and the organization and maintenance of GIS and routing files.
  • Maintain accurate dispatch logs, transportation records, electronic files, compliance documentation, and other records as assigned.
  • Document significant route changes, incidents, delays, breakdowns, substitutions, and other operational information as required.
  • Notify the Administrator of Transportation or designated supervisor of emergencies, significant delays, accidents, staffing shortages, or other issues requiring administrative attention.
  • Follow district procedures for emergencies and assist in coordinating an appropriate transportation response.
  • Maintain professional communication and confidentiality regarding students, employees, personnel matters, transportation operations, and other confidential district information.
  • Assist with inventory and organization of transportation safety supplies, office materials, and operational documents.
  • Provide transportation office support, data entry, filing, scanning, document management, correspondence, and related administrative assistance when assigned.
  • Assist the Administrator of Transportation with special projects, workflow coordination, research, and other departmental operational needs.
  • Operate a school bus when assigned to support regular AM or PM routes, midday routes, field/activity trips, staffing shortages, emergencies, or other transportation needs.
  • Remain available to provide transportation coverage during the normally scheduled break period or outside regular dispatch hours when authorized and operationally necessary.
  • Attend required meetings, training sessions, safety programs, and professional development activities.
  • Comply with all district, South Carolina Department of Education, state, and federal transportation and safety requirements.
  • Perform other duties as assigned by the Administrator of Transportation or designated supervisor.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of school transportation operations, routing, dispatch procedures, and school bus safety practices.
  • Ability to communicate clearly and professionally by two-way radio, telephone, email, and in person.
  • Ability to remain calm, organized, and responsive during emergencies, service disruptions, and high-volume transportation periods.
  • Ability to coordinate multiple routes, employees, vehicles, and changing operational priorities simultaneously.
  • Ability to read and interpret route sheets, maps, schedules, transportation records, and related documentation.
  • Ability to maintain accurate records and use transportation routing, office, and electronic filing systems.
  • Ability to exercise sound judgment, discretion, confidentiality, and professionalism.
  • Ability to establish and maintain effective working relationships with drivers, monitors, students, parents/guardians, school personnel, and district staff.
  • Ability to follow oral and written instructions and work independently within established procedures.
MINIMUM QUALIFICATIONS
  • High school diploma or equivalent required.
  • Valid South Carolina Commercial Driver License (CDL) with Passenger (P) and School Bus (S) endorsements required.
  • Must maintain all required school bus driver certification, medical qualifications, training, and eligibility through the South Carolina Department of Education and other applicable agencies.
  • Must remain qualified and available to operate a school bus when assigned.
  • Must meet all Jasper County School District employment, background, drug/alcohol testing, and transportation safety requirements applicable to the position.
  • Experience in pupil transportation, dispatching, routing, school bus operations, or a related field preferred.
  • Working knowledge of computers, electronic records, and transportation/routing technology preferred.
WORK SCHEDULE / TERMS OF EMPLOYMENT

The regular work schedule is an eight-hour split shift designed to provide coverage during the Transportation Department's primary morning and afternoon operational periods. The anticipated schedule is 5:30 a.m. to 9:30 a.m. and 1:30 p.m. to 5:30 p.m., for a total of eight hours per day and 40 hours per week based on a five-day workweek. The employee is off duty during the regular break period unless additional work is authorized or required by the Administrator of Transportation or designated supervisor.

Operational needs may require the Dispatcher to work during the normal break period or outside the regular dispatch schedule for route coverage, staffing shortages, office coverage, field or activity trips, routing assistance, emergencies, training, meetings, or other assigned duties. Work outside the employee's regularly allotted hours must be authorized, documented, and reported in accordance with district timekeeping and compensation procedures.

PHYSICAL DEMANDS / WORK ENVIRONMENT

The employee must be able to perform the essential functions of a school transportation dispatcher and, when assigned, the essential functions required to safely operate a school bus. Duties may require prolonged sitting, frequent communication by radio and telephone, use of computers and office equipment, movement throughout the transportation facility and bus yard, and exposure to varying weather, traffic, noise, and transportation operating conditions.
