MINIMUM QUALIFICATIONS
Applicants must have a bachelor's degree in Emergency Management, Public Administration, Homeland Security, or a related field (Master's degree preferred). Equivalent relevant work experience may be substituted on a year-for-year basis, with one year of experience equal to thirty-semesters hours. A minimum of five (5) years of experience in fire, police, Emergency Medical Services, or Emergency Management at the command level is required. Candidates must hold a Professional Level Pennsylvania Emergency Management Certification or equivalent and have completed NIMS courses 100, 200, 300, 400, 700, and 800. Additional certifications such as Certified Emergency Manager (CEM), Master Exercise Practitioner (MEP), FEMA Advanced Professional Series (APS), and EMPP Basic Academy are highly desirable. Preferred qualifications include experience with climate adaptation planning or cyber resilience, bilingual or multilingual capability, and familiarity with FEMA THIRA/SPR and continuity planning. A valid Pennsylvania driver's license and successful completion of a criminal background investigation are required.
GENERAL DEFINITION
: Under the direction of the Fire Chief, and Municipal Administrator, the Emergency Management Coordinator provides strategic leadership in emergency preparedness, mitigation, response, and recovery efforts. The coordinator ensures the municipality is resilient in the face of increasingly complex emergencies, including climate-driven disasters, cyber threats, public health crises, and infrastructure disruptions—by leveraging technology, partnerships, and a whole-community approach to planning and coordination.
