Job Description

JOB SUMMARY
Performs the primary function of a professional nurse leader in assessing, planning, directing and evaluating patient care. The RN Manager will maintain adequate staff for the department to optimize patient care and safety. The RN Manager will supervise/perform all aspects of patient care in an environment that optimizes patient safety. By following the current standards of practice, the RN Manager will train/supervise staff and promote continuing education. The RN Manager will maintain performance improvement activities within the department. The RN Manager will assist in formulating and maintaining compliance with the budget. With staff and physician team efforts, the Nurse Manager will promote exceptional patient care and patient and staff satisfaction. OSHA Blood borne Pathogens Class
I. JOB QUALIFICATIONS
: A.
Education:
Graduate of an accredited Schoolof Registered Nursing. B.
Personal Job-Related Skills:
Demonstrated ability in nursing practice. Effective oral and written communication skills. C.
Licensure, Registry or Certification:
Registered Nurse currently licensed by the State of Texas. Current BLS, ACLS and PALS. TNCC and ENPC within six months of hire. D.
Experience:
Five years experience as a Registered Nurse in the Emergency Department area desirable. Two years supervisory experience preferred. E.
Physical and Mental Requirements:
Duties of the position require extended periods of standing and walking. Bending, stooping, twisting, reaching and lifting up to 50 pounds. Occasional heavy lifting when moving or supporting patients who may suddenly become weak or helpless.
ESSENTIAL DUTIES AND RESPONSIBILITIES
A. Nursing Services - Administrative Oversight. The Emergency Room/ Trauma Program Manager will serve at the Director of Nursing's point of accountability for the nature and extent of services provided for the department in support of the core mission as defined by the Board of Director's and the District Administrator. The nurse manager will assist the DON in ensuring the facility's nursing services are organized, staffed, directed as required within the boundaries of statistical expectations and budget constraints. 1. Integrates the department and its services into the organization's primary mission. 2. Coordinates and integrates services with the department and with other departments. 3. Continuously assesses and improves the department's performance. 4. Recommends a sufficient number of qualified and competent persons to provide care. 5. Participates in selecting outside sources for needed services. 6. Serves as a role model in professional behavior, leadership skills, problem solving ability, and interpersonal skills. 7. Creates a working environment that promotes positive employee attitudes, effective communication, collaboration, and optimal productivity. 8. Establishes effective interpersonal relationships with physicians, nurses and all other members of the healthcare team. Communicates in a manner that conveys mutual understanding and respect. 9. Performs management activities, with Director of Nursing approval, including interviewing, hiring, evaluating, and departmental staffing schedule. Performs evaluations in a timely manner, according to the personnel policy. 10. Represents the hospital in community and regional activities. B. Staff Development. The Nurse Manager will identify staff development needs for the purpose of designing continuing interventions, maintaining essential skill levels, and retaining staff in support of the personnel requirements and needs of the District's patient care mission. 1. Continually evaluates nursing care provided by assessing patients, reviewing charts, and participating in quality improvement activities. 2. Develops, implements and keeps current policies and procedures that guide and support the provision of services. 3. Provides for orientation, in-service education training, and continuing education of all persons in the department(s). 4. Identifies problem areas of patient care and assists in formulating plans of action or taking action to solve them. 5. Promotes opportunities for professional growth and development of staff. 6. Assesses nursing staffs' skills/competency, as needed, and by having nurses complete yearly skills check lists. 7. Assesses, interprets and evaluates staff competency on data and provision of care appropriate for the neonate, pediatric, adolescent, adult and geriatric patients based on the principles of growth and development over the lifespan. 8. Directs and evaluates staff compliance on care plan development and maintenance, assessments, including skin, nutrition, fall risk, patient/family education, crash cart checks, patient acuity, if indicated, and discharge planning. 9. Maintains an effective rapport with patients, visitors, physicians, subordinates and other hospital personnel. 10. Maintains assigned equipment, reports malfunction and orders services as necessary. 11. Participates in continuing education programs and utilizes the information area(s) of practice as evidenced by attendance records. 12. Participates in performance improvement activities, including data collection, development of indicators, and evaluation criteria. 13. Participates in the preparation of the departmental budget and monitoring the utilization of the unit's approved budget. 14. Coordinates and directs patient care to ensure patient's needs are met and that hospital policy is followed. 15. Performs all aspects of patient care in an environment that optimizes patient safety and reduces the likelihood of medical/health care errors. C. Supervision of Departmental Operations. The Nurse Manager will organize nursing services for the purpose of ensuring that day-to-day operations are aligned with established regulatory standards, existing statutes and in the best interest of the patients, physicians, and staff members. 1. Collects and records CQI data for all departments and will review inpatient transfers with a written report to the DON. 2. Schedules staff according to staffing plan. 3. Reviews and revises policy and procedure manuals for each area of responsibility. 4. Reviews charts for appropriateness of orders and to monitor that documentation requirements have been met. 5. Coordinates with Southwest Medical Associates regarding the ER Physician schedule. 6. Ensures that each department has the supplies needed to provide quality patient care. 7. Monitors and resolves patient, physician and staff complaints. D.
Trauma Program Manager :
The Trauma Program Manager is responsible for the organization, management, and direction of the trauma program within a hospital or healthcare system. This position ensures that the facility complies with the standards set by DSHS or other relevant accrediting bodies. The TPM coordinates all aspects of trauma care, including prevention, education, clinical care, research, and quality improvement initiatives. 1. Works closely with the Trauma Medical Director, Hospital Medical Staff, Administrator, Department Directors, Director of Nursing and Nursing staff to coordinate all aspects of trauma care. 2. Participates in and coordinates all aspects (chart review, meetings, performance improvement of the trauma program). 3. Assures compliance with Federal, State or other regulations or standards pertaining to trauma care. E. Emergency Preparedness Coordinator . The Hospital Emergency Preparedness Coordinator develops, implements, and oversees the hospital's emergency preparedness and response plans. This role is essential in ensuring the hospital can effectively respond to various emergencies while maintaining the safety of patients, staff, and visitors. The coordinator collaborates with hospital departments, external agencies, and community organizations to coordinate comprehensive emergency plans, training, and drills. 1.
Plan Development & Implementation:
a. Develop and maintain comprehensive emergency preparedness plans, including response procedures for natural disasters, infectious disease outbreaks, mass casualty incidents, and other potential emergencies. b. Ensure the emergency plans align with federal, state, and local regulations and accreditation standards (e.g., CIHQ, CMS). 2.
Risk Assessment:
a. Conduct regular risk assessments to identify potential threats to the hospital and its operations. b. Implement mitigation strategies to reduce the impact of identified risks. 3.
Training & Drills:
a. Organize and conduct training programs for hospital staff on emergency response procedures, including evacuation, lockdown, and communication protocols. b. Plan, execute, and evaluate regular emergency drills, including tabletop exercises and full-scale simulations, to test the hospital's preparedness. 4.
Coordination & Communication:
a. Serve as the primary point of contact for emergency preparedness within the hospital, coordinating efforts across all departments. b. Liaise with local, state, and federal emergency management agencies, healthcare coalitions, and other community organizations to ensure integrated and coordinated response efforts. c. Maintain up-to-date communication systems for use during emergencies, including incident command systems and emergency notification systems. 5.
Compliance & Documentation:
a. Ensure all emergency preparedness activities comply with relevant regulations and standards. b. Maintain detailed records of training, drills, risk assessments, and response activities. c. Prepare and submit reports to regulatory bodies, accrediting agencies, and hospital leadership. 6.
Resource Management:
a. Manage and oversee the procurement, storage, and maintenance of emergency supplies and equipment, ensuring readiness for immediate deployment. b. Develop and manage the budget for emergency preparedness activities, including training, drills, and resource acquisition. 7.
Post-Incident Review:
a. Lead debriefings and after-action reviews following an emergency or drill, identifying lessons learned and areas for improvement. b. Update emergency preparedness plans based on review findings and changing best practices. E. Leadership Participation. The Nurse Manager will participate as a member of the Nurse Management Leadership Team in order to maintain a link with support services and the organization's management responsibilities. 1. Attend Nurse Management Leadership Team meetings and fulfill on-going duties throughout each Fiscal Year, e.g., a. Contributes essential information to the annual operations plan for the facility. b. Conducts needed research in support of project development and report preparation. c. Implements required activities that moves the facility toward attainment of the Board's strategic goals. d. Prepares and delivers needed reports to the Director of Nursing. 2. Contributes to the organization's internal and external communication initiatives in support of established image enhancement objectives. 3. Provide input for the annual operating and capital budget process. This input is followed by on-going management control of financial outcomes throughout the Fiscal Year. 4. Implements required actions to ensure on-going regulatory compliance, risk management reduction and performance improvement throughout the organization.
OTHER SIGNIFICANT REQUIREMENTS
1. Maintains HIPPA and all other confidentiality while working with confidential matters on a daily basis. 2. Evokes in staff a sense of ownership of, and responsibility for, their work, their coworkers, and continuous improvement of their performance. 3. Ensures a positive patient relations atmosphere by evaluating patient satisfaction and implementing policies/measure to enhance satisfaction. 4. Promotes safety and ensure that staff maintains Infection Control guidelines, aseptic procedures, and OSHA guidelines for handling infectious materials. 5. Demonstrates an understanding of fire drills, internal/external disaster plans and procedures. and evacuation procedures as evidenced by in-service records and participation in drills.
