Overview The Director

• Emergency Management and Security provides strategic leadership, direction, and accountability for emergency management, security, and assigned Critical Infrastructure Protection (CIP) compliance programs to protect District personnel, assets, operations, and critical infrastructure.

This position leads the governance and continuous improvement of emergency preparedness, wildfire preparedness and mitigation, business continuity and disaster recovery coordination, and Incident Command System (ICS) readiness. The Director establishes a shared vision for emergency management and security through collaboration with internal and external partners, supported by clear policies, guidelines, and directives. The position evaluates and adjusts division programs to align with evolving District needs, operational risks, and regulatory expectations. The Director serves as the senior-level liaison with law enforcement, utility partners, regulatory partners, and community emergency planning organizations, and ensures appropriate 24/7 notification, response, and escalation processes are maintained for security incidents, first responder coordination, and non-operational Dispatch call-outs. Standards within the Security Division. Collaborates with division staff, General Counsel's Office, Reliability Compliance and regulatory agencies to develop strategies and best practices. Directs and maintains an ongoing compliance program aligned with current regulatory standards. Ensures District security operations and administration are effectively governed, resourced, and aligned with District policies, regulatory obligations, and security risks. This includes, but is not limited to, personnel and document security programs, access authorization, visitor control, classified document control, contracted guard and law enforcement services, and processes to monitor and communicate significant changes in national, state, and local security conditions. Establishes department priorities, goals, and major initiatives for security, emergency management, business continuity, wildfire preparedness, and assigned compliance responsibilities. Develops and manages budgets, allocates resources, and oversees program implementation and technical training. Monitors performance and keeps senior management informed of progress toward objectives. Ensures ongoing threat, risk, and vulnerability assessment processes are maintained using appropriate internal and external intelligence sources. Ensures vulnerabilities are identified, prioritized, and addressed through mitigation strategies, resource recommendations, or escalation to senior leadership, while promoting a culture of safety, security, resilience, and readiness across the organization. Directs the District's emergency management program and emergency response plans including the business continuity and disaster recovery programs, ensuring alignment with Incident Command System (ICS) principles. Ensures continuity plans support critical operations. Coordinates emergency preparedness efforts across departments and with external response partners. Leads emergency exercises, drills, and after-action reviews to strengthen organizational readiness. Directs the District's wildfire preparedness, mitigation, and response programs. Develops strategies to reduce wildfire risk to infrastructure, operations, and personnel. Coordinates wildfire planning and response efforts with internal teams and external agencies. Leads senior-level coordination with law enforcement, emergency management agencies, utilities, regulatory partners, and community organizations. Establishes expectations for security incident reporting, investigation, documentation, corrective action, and agency coordination, and ensures 24/7 notification, response, and escalation processes are maintained for non-operational Dispatch call-outs, employee security concerns, and significant events.

Maintain regular and predictable attendance:

Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC). As an essential function, drive a motorized vehicle while conducting business on behalf of the District. Qualifications Education Bachelor's Degree (B.S., B.A.) in Public Administration, Criminal Justice, Emergency Management, Business or closely related field from a four-year college or university required. Experience 10+ years of progressively responsible experience in a management leadership role in security, emergency management, or closely related field and demonstrated successful supervisory experience is required. Electric utility industry experience is preferred. Experience with physical security, emergency management, business continuity, disaster recovery, wildfire preparedness, regulatory compliance, Critical Infrastructure Protection (CIP), law enforcement, or public agency/utility emergency response is desired. Licenses and Certifications Valid Driver's License at hire and WA Driver's License within 30 days of hire required. Ability to anticipate change, promote innovation, and lead organizational transformation while maintaining reliable operations and delivering sustainable business results aligned with District priorities. Ability to assess and implement of emergency management and security systems, along with a strong knowledge of security and emergency management best practices and a broad range of security systems. Skilled at communicating and presenting to executive management, staff, the public, and with diverse interest groups. Substantial knowledge of other functions across the District, good interpersonal skills, the ability to establish relationships within the law enforcement community and ability to maintain the confidentiality of vital records and proprietary information are essential to success in this position.
