JOB SUMMARY
The Director of Facilities/Special Projects is responsible for the overall management, safety, maintenance, and operational effectiveness of Franklin Primary Health Center, Inc. facilities. This position provides leadership and oversight for facility maintenance and repairs, preventive maintenance, housekeeping, security, transportation/courier services, service contracts, Mobile Units, and assigned special projects. The Director oversees and coordinates facility improvements, renovations, relocations, equipment installations, and other projects while ensuring facilities remain safe, clean, functional, and compliant with applicable regulatory and Environment of Care requirements.
ESSENTIAL FUNCTIONS
Facilities Management and Operations Provides leadership and oversight for facility operations, maintenance, repairs, housekeeping, groundskeeping, security, transportation/courier services, and other assigned facility functions. Develop and maintain a comprehensive preventive maintenance program for buildings, HVAC systems, plumbing, electrical systems, generators, fire protection systems, security systems, medical facility infrastructure, and other critical equipment. Establish schedules for routine facility inspections and ensure identified deficiencies are documented, prioritized, corrected, and monitored through completion. Develop systems for receiving, prioritizing, assigning, tracking, and closing facility maintenance requests. Monitor facility conditions and recommend repairs, replacements, renovations, or capital improvements necessary to maintain safe and effective healthcare environments. Maintain accurate records of preventive maintenance, inspections, testing, repairs, warranties, service contracts, permits, and other facility documentation. Prepare facilities and maintenance reports and analyses that document progress, challenges, and provide appropriate recommendations. Coordinate facility-related activities with health center managers to minimize disruption to patient care and clinical operations. Oversee contractors and vendors performing maintenance, repairs, inspections, renovations, equipment installations, and other facility-related services. Ensuring facilities are maintained in a safe, clean, functional, and professional condition and that identified facility concerns are addressed in a timely manner. Oversee all facilities and maintenance personnel, including couriers, van drivers, and Mobile Unit drivers. Conduct required performance evaluations, coordinate training programs, and manage recruitment efforts as needed. Joint Commission and Regulatory Compliance Provide leadership for facility-related compliance with applicable Joint Commission standards, including requirements associated with the Environment of Care, Life Safety, Emergency Management, and other facility-related accreditation requirements . Maintain continuous readiness for Joint Commission surveys, HRSA Operational Site Visits, fire marshal inspections, OSHA inspections, building inspections, and other regulatory or accreditation reviews. Conduct routine Environment of Care rounds at organizational locations and develop corrective action plans for identified deficiencies. Track deficiencies identified through inspections, surveys, safety rounds, incident reports, or regulatory reviews and ensure timely corrective action and documentation of resolution. Coordinate required inspection, testing, and maintenance of fire alarms, sprinkler systems, fire extinguishers, emergency lighting, exit signage, generators, medical gas systems when applicable, and other life-safety equipment. Maintain facility documentation necessary to demonstrate compliance during accreditation and regulatory surveys. Participate in organizational committees responsible for Environment of Care, Safety, Emergency Management, Infection Prevention, Quality Improvement, and other areas as assigned. Collaborate with Quality, Compliance, Infection Prevention, Clinical Operations, Information Technology, and organizational leadership to maintain a safe environment for patients, employees, visitors, and contractors. Participate in the organization's hazard vulnerability analysis and emergency preparedness planning. Ensure facilities and critical infrastructure are appropriately incorporated into emergency operations and continuity-of-operations plans. Coordinate testing and maintenance of emergency generators and other emergency power systems. Assist with emergency drills and exercises, including fire, severe weather, evacuation, utility failure, and other emergency scenarios. Coordinate facility response and recovery activities following hurricanes, severe weather, power outages, flooding, fire, utility disruptions, or other emergencies. Maintain emergency vendor and contractor relationships necessary to support rapid facility response and recovery. Construction, Renovation, and Capital Projects Serve as the organizational lead or owner's representative for assigned construction, renovation, expansion, relocation, and capital improvement projects. Coordinate projects from initial concept through planning, budgeting, design, procurement, construction, occupancy, and project closeout. Work with architects, engineers, contractors, vendors, landlords, government agencies, and organizational leadership to ensure projects meet operational and regulatory requirements. Review project scopes, plans, specifications, budgets, schedules, proposals, and change orders and provide recommendations to executive leadership. Monitor construction and renovation activities to ensure projects remain within approved scope, schedule, and budget. Coordinate construction activities with Infection Prevention and clinical leadership to minimize environmental and infection-control risks associated with construction and renovation. Ensure required permits, inspections, certificates of occupancy, licenses, and other approvals are obtained before facilities are placed into service. Maintain complete project files, including contracts, drawings, permits, warranties, invoices, approvals, inspection reports, and closeout documentation. Develop and monitor facility project plans, priorities, timelines, expenses, and budgets. Vendor, Contract, and Budget Management Assist in developing and managing the annual facilities operating and capital budgets. Monitor facility expenses and identify opportunities to improve efficiency and control costs without compromising patient or employee safety Obtain and evaluate competitive proposals for facility services, repairs, equipment, construction, and other assigned projects in accordance with organizational procurement requirements. Manage relationships with contractors and vendors, including HVAC, electrical, plumbing, landscaping, and janitorial, pest control, security, fire protection, generator, waste management, and other facility service providers. Monitor vendor performance and verify that contracted services are completed appropriately before recommending payment. Maintain current vendor contracts, certificates of insurance, licenses, warranties, and other required documentation. Assist executive leadership with development of long-term capital improvement plans and recommendations for major facility investments. Perform other duties and special projects as assigned by the Chief Operations Officer. Special Projects Lead special projects assigned by the CEO, Deputy CEO, or other executive leadership. Develop project scopes, objectives, timelines, budgets, milestones, responsible parties, and performance measures for assigned projects. Coordinate cross-functional teams and external partners to accomplish project objectives. Identify potential project delays, risks, barriers, and budget concerns and promptly communicate recommended corrective actions to executive leadership. Prepare written project updates, dashboards, reports, presentations, and recommendations for executive leadership. Manage multiple projects simultaneously and ensure appropriate prioritization based upon organizational needs, regulatory requirements, patient safety, and available resources. Assist with planning and implementation of new health center locations, service expansions, mobile healthcare operations, relocations, acquisitions, and other strategic initiatives.

PERFORMANCE STANDARDS
The Chief Operations Officer will evaluate performance biannually, with an overall satisfactory rating as the minimum acceptable level.
HEALTH AND SAFETY REQUIREMENTS
Must adhere to safety regulations, personnel policies, and procedures. Must maintain required safety training and certifications as applicable. Must maintain knowledge of OSHA requirements and applicable healthcare facility safety standards. Must participate in facility safety inspections, emergency preparedness activities, and Environment of Care initiatives as required.
PRIVACY RULE COMPLIANCE REQUIREMENTS
Adheres to Health Insurance Portability and Accountability Act (HIPAA Privacy Rule) policies and procedures. Must successfully complete Privacy Rule compliance training annually or as revisions are made to policies and procedures. Must comply with Privacy Rule guidelines by protecting FPHC patients' medical privacy. Must appropriately maintain patient information in compliance with applicable privacy standards. Must provide appropriate security for FPHC patient records.
QUALIFICATIONS
EDUCATION
AND EXPERIENCE
Bachelor's degree in Facilities Management, Business Administration, Construction Management, Engineering, Healthcare Administration, or a related field preferred. An equivalent combination of relevant education, training, and progressively responsible experience may be considered. Supervisory or management experience overseeing facilities operations, personnel, contractors, vendors, and/or projects preferred. Experience in a healthcare, commercial, or other regulated facility environment preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
Working knowledge of commercial and facility maintenance operations, including HVAC, electrical, plumbing, carpentry, preventive maintenance, and general building systems. Ability to assess facility needs, identify potential concerns, establish priorities, oversee maintenance personnel, and coordinate repairs with appropriate contractors and vendors. This position does not require the Director to personally perform skilled maintenance or trade work. Ability to recognize when facility issues require a licensed, certified, or specialized contractor. Working knowledge of applicable healthcare facility regulatory and accreditation requirements, including OSHA, Environment of Care, Life Safety, emergency preparedness, and applicable HRSA and The Joint Commission standards. Strong leadership, organizational, problem-solving, and project management skills with the ability to manage multiple priorities and projects. Ability to effectively oversee staff, contractors, vendors, budgets, timelines, and facility-related projects. Ability to communicate effectively with leadership, employees, contractors, vendors, and other stakeholders and maintain appropriate facility and project documentation. Proficiency in Microsoft Office and other systems necessary for facility operations, reporting, and project management. Must possess a valid driver's license and meet FPHC authorized-driver requirements.
PHYSICAL/MENTAL DEMANDS
Requires the ability to manage multiple priorities and facility concerns in a fast-paced healthcare environment, exercise sound judgment, and respond appropriately to urgent situations. The position may require walking throughout facilities, standing, bending, and accessing various areas of FPHC properties to inspect conditions and oversee facility operations and projects.
