Responsible for total management and oversight of the mission, goals and plans of the Department of Facilities. Provides leadership and direction for the Divisions of Construction, Maintenance, and Operations. Serves as a key member of the Superintendent's Senior Staff. Directs and participates in the preparation of significant capital and operating budgets for areas supervised. ESSENTIAL DUTIES/RESPONSIBILITIES
Plans, directs, and coordinates; the entire school facilities planning and capital improvement programs and all ongoing programs of maintenance of plant, operations of plant, and logistics. Develops, modifies and interprets administrative policy concerning facilities for other departments of the school system, the Board of Education, County Government, and for the public. Plans, organizes, and recommends the department's operating and district's capital budget for submission to the Superintendent and the Board. Directs and coordinates; activities of the Planning, Construction, Maintenance, and Operations Divisions within the Department and between the Department and other areas of school administration, to include replacements, additions, alterations, renovations, and modernizations necessary to meet the needs of the educational program. Regularly evaluates divisional programs and procedures for effectiveness, efficiency, responsiveness, and economy. Acts as liaison between Anne Arundel County Public Schools, other school districts and governmental agencies/departments on Facilities support matters. Develops periodic construction status reports for projects in planning, design, and construction phases. Prepares and presents exhibits related to facilities to the Board. Evaluates the performance of the Supervisors of the Design, Construction, Maintenance, and Operations Divisions and, through leadership and training, continuously improves performance in the organization. Initiates new policies and procedures; amends existing policies and regulations to meet changing conditions, mandates and circumstances. Performs other related duties as assigned within the same classification or lower.
MINIMUM QUALIFICATIONS

Education Master's Degree in Architecture, Engineering, Construction Management, Planning or other closely related professional or field of education from a regionally accredited college or university required; Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position. Experience 10 or more years relevant progressively responsible professional experience relating to some or all of the following areas: School/commercial building construction or modernization; facilities operations; facilities maintenance; and logistics management required; and Ten (10) years relevant managerial experience preferably in an educational facility environment required; Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position. Ability to develop effective working relationships with staff, parents, students, public officials and community organizations. Ability to identify program needs, develop plans to meet those needs, implement and administer programs, and evaluate and modify assigned programs as necessary. Demonstrated ability to effectively work and communicate with diverse populations. Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, and/or PowerPoint preferred). Licenses and Certifications Employee must retain active licenses, certifications, and enrollment as a condition of employment. Hold or be eligible for Architect License. If issued by another state; must obtain within 1 year, a Maryland Architect License issued by Maryland Board of Architects preferred; or Hold or be eligible for Professional Engineer License. If issued by another state; must obtain within 1 year, a Maryland Professional Engineer License issued by Maryland Board for Professional Engineers preferred; Hold or be eligible for Driver's License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and Daily access to reliable transportation.
