RATIONALE
Leads the operational management, maintenance, capital improvement, and safety compliance for all district buildings and grounds
MINIMUM QUALIFICATIONS
Education:
High School Diploma or equivalent required; Bachelor's degree in Facilities Management, Construction Management, Engineering, Business Administration, or a related field preferred.
Experience:
Minimum of 5 years of leadership experience in facilities management, commercial construction, or large-scale plant operations - preferably within a public school district or public sector environment. Certifications /
Licenses:
o Valid Michigan Driver's License. o Michigan School Business Officials (MSBO) Director of Facilities Facilities/Operations Director Certification required within three years of employment. o AHERA Accreditation (Asbestos Inspector/Management Planner) preferred or required within 6 months of hire. Required Knowledge, Skills, and Abilities Thorough working knowledge of HVAC systems, boiler operations, building automation systems (BAS), commercial electrical networks, and structural maintenance. Understanding of Michigan public school funding mechanisms, including General Fund, Sinking Fund, and Capital Bond accounting. Strong written and verbal communication skills for presenting complex capital plans to the Board of Education, administrative team, and community groups. Proficiency with Facilities Management Software, Computerized Maintenance Management Systems (CMMS), and standard office software applications. Working Conditions & Physical Demands Work is performed in both indoor office settings and active field environments (school buildings, boiler rooms, roofs, construction sites, and outdoor athletic grounds). Requires the ability to walk extensive distances, climb ladders, inspect confined spaces, and occasionally lift/move equipment weighing up to 50 lbs. Must be available to respond to district emergencies (e.g., severe weather, alarm triggers, equipment failures) outside of standard working hours, including nights and weekends. Key Responsibilities 1. Operational & Facilities Management
- Direct day-to-day maintenance, custodial services, and groundskeeping operations across all district facilities.
- Establish and implement a comprehensive preventive maintenance program for building envelopes, mechanical, electrical, plumbing, HVAC, and security systems.
- Oversee district energy management, sustainability initiatives, utility tracking, and operational efficiency strategies.
- Manage contract services for specialized trade work, waste management, snow removal, and other services as applicable.
- Direct winter grounds operations, ensuring timely snow and ice removal to maintain safe campus operations during severe weather events. 2. Capital Planning & Bond Administration
- Partner with executive leadership to develop, update, and execute the district's long-range Facilities Master Plan.
- Assist in the planning, scheduling, and implementation of voter-approved bond initiatives, Sinking Fund projects, and Building & Site capital improvements.
- Serve as a district liaison to architects, engineers, construction managers, general contractors, and trade vendors.
- Ensure all construction, modernization, and renovation projects comply with Michigan Department of Treasury guidelines, state building codes, and local ordinances. 3. Regulatory Compliance & Environmental Safety
- Ensure full compliance with federal, state, and local regulations, including MIOSHA, Michigan Department of Environment, Great Lakes, and Energy (EGLE), and local fire/health department codes.
- Serve as the district's Designated AHERA (Asbestos Hazard Emergency Response Act) Person and oversee compliance with asbestos, lead-in-water, integrated pest management (IPM), and radon regulations.
- Collaborate with local emergency responders and the district safety team to maintain physical security infrastructure, access controls, secure entryways, and emergency action plans. 4. Fiscal Management & Procurement
- Prepare, manage, and monitor the annual operational budgets for facilities, custodial services, maintenance, utilities, and capital outlays.
- Execute procurement activities in strict compliance with the Michigan Revised School Code (MCL 380.1267) regarding competitive bidding thresholds, Requests for Proposals (RFPs), and prevailing wage/contract requirements.
- Maintain inventory control over equipment, tools, vehicles, and operational supplies. 5. Personnel Leadership & Labor Relations
- Supervise, recruit, evaluate, and mentor facilities, maintenance, and custodial staff.
- Support positive labor relations by adhering to provisions within active Collective Bargaining Agreements (CBAs) and participating in labor-management meetings or negotiations as requested.
- Design and implement ongoing professional development and safety training programs (e.g., hazard communication, bloodborne pathogens, equipment operation). 6. Other
