Clarificion from the agency Current Rhode Island Army Nional Guard (RIARNG) service members; or Service Members willing and eligible to transfer into the RIARNG Duties Help This position administers the ste's ARNG environmental and energy programs and supervises one or two employees. Receives, verifies and coordines approval of all initial ARNG requests for construction and maintenance/repair projects. Provides technical guidance in development of program documents and informional da to support the total construction program which includes the development of program scope documents. Develops planning documents to determine general characteristics of projects by applying technical criteria outlined in reled Nional Guard Bureau (NGB) publicions and regulions. Ensures th work orders are prepared and priorities determined to track planning and progress through to project completion. Prepares project estimes to include manpower and merial costs.2. Provides guidance on the development of facilities operions and maintenance methods, standards and techniques. Recommends and implements preventive maintenance procedures to ensure life expectancy of operional facilities. Prepares initial plans and specificions for alterions/repairs. Reviews historical maintenance da and writes reports to explain technical difficulties in maintaining facilities, and recommends useable solutions. Assists facility managers in determining safe, effective, and economical use and operion of ARNG facilities.3. Investiges construction and maintenance requests to determine propriety. Determines the initial scope of minor and recurring construction projects through coordinion and consultion with using agencies. Identifies and/or recommends approprie funding sources. Reviews and processes programming documents to include project booklets, initial cost estimes for construction, maintenance, or repair of facilities. Coordines with military, federal, ste and local government agencies on mters concerning fire prevention, protection and suppression. Also coordines major facility maintenance and construction projects ,with the Safety and Occupional Health Office to ensure all safety factors are Performs routine inspections of existing and modified facilities to ensure compliance with Occupional Safety and Health Act (OSHA) and contract specificions. NATIONAL GUARD MEMBERSHIP IS REQUIRED.

This is an excepted service position th requires military membership in the Rhode Island Army Nional Guard (RIARNG), required prior to the effective de of placement.. May occasionally be required to work other than normal duty hours; overtime may be required. Selectee required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Ability to establish effective professional working relionships with coworkers and customers, contributing to a cooperive working environment and successful accomplishment of the mission. AFSC/MOS. GENERAL EXPERIENCE

: Experience, educion, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specificions, using test instruments, making computions, and keeping records. Experience using computer and automion systems.

SPECIALIZED EXPERIENCE

: 1-year equivalent to least GS-9; experience, educion or training which demonstres the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operions with compliced technical requirements th have no clear precedent or plan. Experience overseeing and implementing a program involving the identificion and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance, repair work, new construction alterion projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness.
