A Facilities Manager manages the facilities of a company or organization, including buildings and grounds, equipment, supplies and staff. Oversees maintenance and security of facilities; oversees renovation projects and monitors work to improve energy efficiency, productivity or employee safety. May work in manufacturing and production, or manage hotels, small apartment buildings, trailer parks or recreational facilities.
Position Summary The Assistant Director of Facilities focuses on the administrative, operational, and regulatory management of the Housing Authority's real estate portfolio. This role oversees compliance, contract administration, capital fund planning, and reporting to ensure all developments meet local, state, and federal standards.
Key Responsibilities Compliance & Reporting:
Monitor, track, and document compliance with HUD and NSPIRE standards; prepare regulatory reports and audit documentation.
Procurement & Contracts:
Draft requests for proposals (RFPs), evaluate vendor bids, negotiate service contracts, and oversee contractor performance.
Budgeting & Capital Planning:
Manage departmental operational budgets and assist in the strategic planning of the annual Capital Fund Program (CFP).
Data & Systems Management:
Oversee the digital work order system (e.g., SACS ) to analyze performance metrics, productivity, and unit turnaround times.
Policy Implementation:
Develop and update standard operating procedures (SOPs) for inventory control, preventive maintenance, and safety training.
Qualifications & Requirements Education:
Bachelor's degree in Public Administration, Business Management, Construction Management, or a related field.
Experience:
4+ years of administrative or management experience in public housing, property management, or government facilities.
Skills:
Proficiency in housing software, data analysis, contract procurement, and HUD regulations.
Certifications:
Valid SC Driver's License; ability to obtain a Public Housing Manager (PHM) certification within one year.
Pay:
$55,000.00 - $58,500.00 per year
