Purspose of Position:
Under the direction of the Director of Business Services, the Economic Development Specialist (EDS) provides economic development services that promote business expansion, job creation, and business retention. This position will primarily support businesses by connecting them with talent through a subsidized wage employment program. This position is responsible for conducting direct outreach to employers, enrolling eligible businesses, and facilitating their participation in economic & workforce development incentive programs that offset hiring and training costs. The ideal candidate is relationship-driven, results-oriented, and passionate about supporting both business growth and workforce opportunities.
DUTIES & RESPONSIBILITIES
Business Outreach & Engagement (40%) Identify and engage businesses across target industries to promote the New Employment Opportunities (NEO) program - a subsidized employment program. Conduct in-person and virtual outreach through cold calls, site visits, presentations, job fairs, and community events to drive additional enrollment in the program. Cultivate and maintain strong relationships with employers to support ongoing program participation. Program Enrollment & Coordination (30%) Manage business intake, screen for eligibility, and walk them through the enrollment requirements. Provide technical assistance with the document preparation and compliance, and the application review. Serve as the main point of contact throughout the onboarding process and during the subsidy period. Coordinate with internal and external partners to align job seekers with appropriate employer placements. Collaboration & Reporting (15%) Work closely with the Subsidized Employment Manager and other staff to ensure all NEO related information and activities are completed with established time frames and tracked via appropriate software and/or other tools. Track employer engagement, program enrollments, job placements, and retention outcomes. Prepare reports, case studies, and success stories to highlight program impact and outcomes. Work collaboratively with the Business Services and Workforce Development teams to leverage other resources for employer engagement. Other Assignments (15%) Maintain working knowledge of current local, state, and federal business incentives. Maintain partner agency relationships and make internal or external referrals as needed. As requested, maintain relationships with local municipalities within assigned region and act as Point of Contact for the Fresno County Economic Development Corporation (EDC). Track all client activity and projects via CRM and other platforms. Other roles and responsibilities may be assigned to ensure the success of the department and staff.
SKILLS & KNOWLEDGE REQUIRED
Communication & Interpersonal Skills:
Strong verbal and written communication, excellent interpersonal skills, and a proven ability to build and maintain relationships with business leaders
Project Management:
Excellent organizational and time management skills, with ability to manage projects and meet performance targets
Technical Proficiency:
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and familiarity with remote meeting technologies (e.g., Microsoft Teams, Zoom, etc.). Knowledge of Customer Relationship Management (CRM) systems or similar programs is preferred. Knowledge of subsidized employment, on-the-job training, or public workforce programs (Strongly Preferred) Familiarity with the regional business landscape and target industry sectors _ (Strongly Preferred) _
MINIMUM EDUCATION & WORK HISTORY
Bachelor's degree in management, business, public administration, economic development, or related field; and Minimum two years of experience in business development, employer services, workforce development, or economic development preferred.

WORKING CONDITIONS
This position typically functions indoors in an office environment with light-to-moderate noise associated with business office equipment. Local travel required (25-50%).
